It's a great time to join the City of Boulder!Application Deadline:April 9, 2026Compensation Details:Full Pay Range62,816.00 - 91,166.40Generally, the hiring range is from the minimum up to 80% of the range.This is a full-time salaried position.Scheduled Weekly Hours:40Benefit Eligibility Group:Non Union (30+ Hours)Locate the Benefit Eligibility Group value on the Employee Benefit Eligibility document to identify the benefits offered for this job.Job Description Summary:Under limited supervision, this role supports the coordination of Recreation programs and services and provides leadership and direction for non-regular staff to provide high quality facilities and programs for the Boulder community. Performs related duties as required, with a focus on Master Plan initiatives, inclusion, and diversity to enhance our community's wellbeing.Job Description:ESSENTIAL DUTIES AND RESPONSIBILITIESCreates, implements, and coordinates a variety of Recreation programs, services and/or special events.Organizes and submits recreation guide and website information including loading and creating marketing materials.Works directly with marketing and communications staff to ensure marketing materials, website, and social media sites are updated with accurate information.Fosters and develops principled relationships with community partners and organizations to grow and market current and future programs.Researches and evaluates program offerings to meet best practices and utilize the service delivery model to make recommendations and align programs with the Master Plan.Facilitates and manages contracts with outside vendors, instructors, contractors and other external groups.Hires, trains, schedulse, supervises, and evaluates staff and volunteers.Conducts regular staff meetings and in-service trainings.Develops quality training programs for staff and volunteers.Develops and mentor volunteers and staff to ensure quality instruction and leadership.Performs front-line responsibilities and backfill for absent employees as needed to support programming.Enforces safety standards and ensure facilities and equipment are safe through conducting regular inspections.Works with maintenance staff to ensure all preventative maintenance occurs on a regular basis.Maintains staff certification records to ensure patron safety including CPR, First Aid, AED Training, and various required certifications.Trains staff, volunteers, and interns in emergency and risk management procedures.Reviews and maintains online and in-person trainings through the City of Boulder as required in Workday.Complies with State of Colorado licensing requirements when necessary.Updates information on the City weather-line and website as needed.Secures facility space for programs and contractual agreements as needed.Oversees front desk, pro shop and/or concession sales.Transportation of children is required for some Program Supervisors.Assists with the preparation and administration of the program area budget including revenues and expenses and related funds, and the development of reports and performance measures in support of Department financial goals.Tracks and order supplies and equipment.Organizes and submit payroll, invoices and purchasing card statements.Assists the supervisor in monitoring the non-regular employee labor budget.Administers surveys and conduct focus groups to gauge participant satisfaction levels, gain constructive feedback and foster ideas as part of service delivery.Alternatives funding sources through fundraising, sponsorships, and grant writing as needed.Reports on grants and program expenses, deliverables, and outcomes as needed.Delivers prompt and professional solutions to both external and internal customers through face-to-face, phone, and email interactions.Provides quality service through the development of relationships with facility users, program participants, community members, City employees, and numerous partner organizations.Produces public education and training presentations for various audiences.Learns to use and effectively operate recreation management software, Active Net and/or Club Prophet, for program operations including account management, pass sales, point-of-sale service, facility booking, program maintenance, program registration, and other management functions.Utilizes When2Work or other scheduling software to schedule employees.Utilizes other program specific technology or software platforms as needed .Performs related duties as required to meet the needs of the City.Promotes a culture of teamwork and synergy through collaboration and communication.Serves on division, department, or City committees and task forces as needed.Updates job knowledge to remain current with trends, techniques, equipment and regulations.Generates creative and innovative solutions to manage organizational issues and opportunities.Maintains and promotes professional ethics (i.e., honesty, integrity, respect, fairness, caring) in all conduct.Knows and complies with all City and Department policies, participate in professional trainings and development, and adhere to attendance and workplace attire policies.MINIMUM QUALIFICATIONSAbility to work tactfully and effectively with the public.Ability to give verbal instructions and to inspect the work of employees supervised.Ability to ensure all practical safety measures are observed.Ability to utilize all required safety equipment.Ability to perform minor repairs on equipment.Ability to perform day-to-day tasks in a fast-paced environment.Ability and willingness to work nights and weekends as needed.Skills in effective verbal and written communication.Skills and general computer experience.Valid driver's license and ability to maintain acceptable motor vehicle record.Have and maintain acceptable background information, including criminal conviction history.PREFERRED QUALIFICATIONSAbility to communicate bilingually in English and Spanish.Knowledge and experience in community development concepts and practices.Experience working in a municipal recreation facility.Experience working with recreation software.Experience coordinating community recreational programs for youth and adults.Depending upon specific program managing, the following certifications are preferred:Gymnastics:Former or active membership in USA Gymnastics (USAG), SafeSport, Concussion Training, and Safety and Risk Management.Have attended USAG Regional or National CongressKnowledge and familiarity with positive youth development principles and strengths-based approaches to prevention and intervention.Fitness:Various fitness, yoga or mind and body certifications including: American Council on Exercise (ACE), National Academy of Sports Medicine (NASM), International Sports Sciences Association (ISSA), National Strength and Conditioning Association (NSCA), National Federation of Professional Trainers (NFPT), Group Fitness Instructor, Health Coach, Yoga or Advanced Yoga Certifications, Older Adult and/or Special Population Certifications.EXPAND:Certified Therapeutic Recreation Specialist certification (or ability to obtain certification within 9 months).Certification or experience in supporting people with behavioral needs such as Registered Behavioral Technician (RBT), Board Certified Behavior Analyst (BCBA) or similar.Aquatics/Water SafetyWater Safety Instructor (WSI)American Red Cross CPR/AED and First AidAmerican Red Cross LifeguardLifeguard Instructor (LGI)Water Safety Instructor TrainerLifeguard Trainer Instructor (LGIT)AquaFitness CertificationREQUIRED EDUCATION AND EXPERIENCEBachelor's Degree in Recreation or related field. Eight (8) years of related experience may substitute for the education requirement.Five (5) years of experience in recreation programming.Current CPR/AED and First Aid certification.SUPERVISIONSupervision Received: Recreation SupervisorSupervision Exercised: Camp and Program Staff I, Camp and Program Staff II, Camp and Program Staff Lead, Inclusion Specialist, Recreation InstructorsWORKING CONDITIONS AND REQUIREMENTSPhysical and mental effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Ability to perform a wide range of strenuous physical and manual tasks in an outdoor environment.
