The CI will provide comprehensive construction management support services to ANG to provide onsite monitoring of the construction projects at Buckley SFB, Greeley Air National Guard Station, Peterson SFB, and Ft Carson.Work Period:This position is a full-time position for up to 5 years.Responsibilities include, but are not limited to:2. Schedule, Progress, and Payment Evaluation3. Submittal & Document Review Support4. Communication, Reporting & Corporate Coordination Requirements: Construction Oversight, Field Observation & Quality Assurance. The CI must provide observation services for construction projects on a military installation. Construction inspection services include persistent monitoring and documentation of construction progress, reporting, and recommended courses of action regarding contract technical document noncompliance, weather and site conditions reporting, and documentation of critical path elements of work.Oversees construction activities and quality assurance. Provides field surveillance and detailed daily reports on cost and engineering factors. Delivers quality assurance plans for assigned projects. Analyzes design and construction issues with respect to contract requirements. Delivers recommendations to government personnel on contract compliance and technical conflicts. Delivers opinions on whether schedule items are reasonable, accurate, and balanced. Inform government personnel about progress percentages to ensure proportional and accurate payment representation.Summarizes contractor submittals and provides outlines for government review. Assists with preparing modification scopes of work, drawings, and specifications.Delivers project status reports to district corporate leadership. Delivers specialized expertise and briefings on contract surveillance matters. Implements government decisions, policies, laws, and regulations in project development.Education and Experience:Candidates with a bachelor’s degree in construction management, engineering, or architecture from an accredited university will receive higher consideration. A minimum of 5 years of practical experience in construction management and oversight.Knowledge of engineering, construction, and constructability requirements associated with large projects and experience in managing MILCON construction or large repair/SRM projects. Federal, DoD/DoW, Air Force, ANG, and State construction management and engineering regulations; Unified Facility Criteria; engineering technical orders and instruction; agency standard operating procedures; safety procedures; local, state, and federal building codes; National Fire Protection Association (NFPA); American Society for Testing and Materials (ASTM); American Concrete Institute (ACI); International Building Code (IBC); National Electric Code (NEC); and Life Safety Codes.Qualifications:National Agency Check with Inquiries (NACI) Clearance and the ability to obtain Secret Security clearance are required.OSHA 30 CertifiedProficiency with Microsoft Word, Microsoft Excel, and Adobe AcrobatAbility to draw information from several sources to form comprehensive and systematic recommendations serving immediate and long-term construction management.Analytical thinking/critical thinking skills are imperative.Demonstrated ability to work in a dynamic, fast-paced environment.Manage time effectively to meet project deadlines and ensure that inspections and reporting are completed in a timely manner per contract and schedule.Excellent verbal and written communication skills are necessary to effectively communicate with project stakeholders, contractors, and government personnel.
