Regional Cost Manager
Project Overview
The Infrastructure Global Business Unit (GBU) is executing work across multiple business lines including Public Infrastructure, Renewables & Clean Power, and Heavy Civil. The successful candidate will report to the Chief Cost Engineer in the Reston, VA office supporting the GBU’s portfolio of projects, proposals, and prospects.
Job Summary
In this role, you will be responsible for estimating, analysis and control activities for projects with significant non‑routine requirements or for cost activities which require a high degree of technical skill. You will prepare cost studies, review cost trends, and develop and implement project requirements for cost control. Your detailed analysis will provide innovative solutions to cost engineering challenges.
"This position is designated as part-time telework per our global telework policy and will require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership."

Major Responsibilities
Responsible for cost estimating, analysis, and control activities for projects with significant non‑routine requirements or for cost activities which require a high degree of technical skill
Analyzes to provide innovative solutions to cost engineering challenges
Develops and implements project requirements for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures
Ensures work is completed as scheduled, supporting project organizational and administrative activities
Prepares cost studies using historical data, statistical analysis, and cost and quantity comparisons
Reviews identified cost trends for cost effectiveness and suggests alternatives when appropriate
Maintains open communications with other organizations to support cost engineering analysis and control activities
Education And Experience Requirements
Requires bachelor’s degree (or international equivalent) and 10‑13 years of relevant experience or 14‑17 years of relevant work experience.
Required Knowledge And Skills
Demonstrated expertise in managing cost engineering functions, including cost estimation, cost control, and cost analysis, both onsite and within the home office. Proven ability to establish comprehensive criteria for Project Controls activities.
Possesses advanced statistical knowledge, including regression analysis, variance estimation, and correlation, with a strong capability to apply statistical theory to real‑world scenarios.
Experienced in providing leadership, personnel administration, and training for both technical and non‑technical teams.
Exhibits strong oral and written communication skills, with a proven track record of presenting cost engineering information effectively to management and clients.
Adept at identifying, analyzing, and resolving complex problems.
Holds an advanced understanding of engineering, procurement, contracts, construction, and startup work processes, particularly as executed by Bechtel, supported by specialized instruction and practical industry experience.
Maintains up‑to‑date knowledge of current industry trends and technical developments.
