Community Support Services (CSS) transforms lives and community by supporting veterans, ending homelessness, treating substance use, and preventing and intervening in community and domestic violence. As a department in Mecklenburg County's Health and Human Services Agency, CSS maximizes community partnerships and collaborative opportunities to improve access to services and advocate for the needs of special populations. Position Specific Information This position serves as the community staff lead for the Charlotte-Mecklenburg Continuum of Care (CoC). It is the key liaison between the community and the U.S. Department of Housing & Urban Development (HUD). This position is responsible for coordination of program activities outlined in the HUD CoC Program Interim Rule: the HUD CoC Notice of Funding Opportunity (NOFO) application process, leading the annual Point In Time (PIT) count and NCDHHS Emergency Solutions grant application process. This position oversees CoC governance updating documents such as CoC governing charter and written standards. This position is responsible for developing and maintaining community partnerships, providing technical assistance to and monitoring of partner agencies, facilitating community meetings and coordinating communication to stakeholders. The position works independently and is responsible for managing projects and advising management on results. Position located onsite at 3205 Freedom Drive, Charlotte, NC 28208.Standard work schedule is Monday - Friday, 8:00 am to 5:00 pm. Essential Functions Conduct research and analysis and advise management of results Recommend necessary adjustments to contracts such as scope of work and funding allocations Work under the guidance of department management on strategic projects to include assisting in the establishment of goals and objectives Respond to requests from State, County, local municipality government, external partners or community stakeholders Manage various projects aligned with Strategic Business Plan goals Gather and organize information about the problem to be solved or the procedure to be improved Interview personnel and conduct on-site observations to determine the methods, equipment, and personnel that will be needed Analyze financial and other data, including, but not limited to, revenue, expenditure, and employment reports Develop solutions or alternative practices Recommend new systems, procedures, or organizational changes Make recommendations to management through presentations or written reports Confer with managers to ensure that the changes are successfully implemented and creating positive results Minimum Qualifications Experience: Minimum of two years' experience in a related field. Education: Bachelor's degree in Business Administration, Public Administration, Data Analytics, or a related field, including but not limited to Social Work, Human Services, Psychology, etc. Combination of relevant education and relevant experience accepted? Yes Licenses and Certifications: May require a valid North Carolina or South Carolina Driver's License May require County Driving Privileges Preferred Qualifications Master's degree in Social Work, Human Services, Public Administration, or a related field. Excellent written and oral communication skills. Facilitation skills. Strong attention to detail, quality, and accuracy. Fluency in MS Word and Forms, Homeless Management Information Systems (HMIS), HUD systems (e-snaps, Sage), Qualtrics, WordPress, and Aquia. Highly organized and capable of managing complex tasks simultaneously. Able to establish and maintain positive and effective relationships with customers. Able to work under minimal supervision.
