SummaryThe Accountant position serves the Portland VA Medical Center - Portland Campus - in Fiscal Service - Accounting section. The incumbent performs technician level work in direct support of budget - accounting - auditing - fiscal - and/or financial management function.DutiesDuties include but are not limited to: The incumbent plays a key role by advising and assisting with accounting and financial management matters for Management Officials - Research Investigators (MD and/or PhD level) - Research Biomedical Engineers and Statisticians within the serviceThe incumbent handles the majority of administrative and management concerns for these individuals and their staff - while proactively identifying potential problems and offering recommended solutionsThis support enhances the efficiency - productivity - and cost-effectiveness of research and development activitiesPerform financial reporting related to management - including grant - cost - and project accountingOversee the daily operations of the VAPORHCS Research and Development accounting system using internal and external sub ledgers and reporting systemsExamine accounting transaction listings - cost reports - financial statements - project fund balances - and work orders daily to ensure data accuracy and completenessReview and analyze procedures related to receiving - validating - and recording accounting transactions affecting asset - liability - expense - and revenue accountsEvaluate general ledger account balances and analyze subsidiary ledgers for data integrity - conducting research and reconciliations as neededDevelop and maintain reports and databases to track funding changes over multiple fiscal years and multi-year funding timelinesReconcile data between separate databases - sub ledgers - and the central accounting system to produce accurate financial reportsAnalyze existing accounting and budget systems to resolve complex problemsApply established accounting and budgeting principles to devise solutions for regulatory or operational challengesRevise or implement accounting and budget systems or operating procedures as neededExamine accounting transaction listings - cost reports - financial statements - project fund balances - and work orders daily to ensure data accuracy and completenessDevelop and maintain reports and databases to track funding changes over multiple fiscal years and multi-year funding timelinesRevise or implement accounting and budget systems or operating procedures as neededAbility to prioritize assigned workloadMust have critical thinking skillsWork Schedule: Monday through Friday7:30am - 4:00pm PST Virtual: This is not a virtual positionPosition Description/PD#: Accountant/PD211200 Relocation/Recruitment Incentives: Not Authorized Critical Skills Incentive (CSI): Not Approved Permanent Change of Station (PCS): Not Authorized
