T&E Program Manager
Ellumen is looking for a Test and Evaluation Program Manager with exceptional automation experience, to Manage daily operations of an upcoming DHA effort supporting Testing and Automation services for SDD Products and provide service knowledge to assist in managing the risk involved in developing, producing, operating, and sustaining systems
The goal of this effort is to expedite time-to-deployment by increasing test efficiency, improving product quality by striving for zero defects deployed, reducing testing cost and automating testing and support processes.
This position requires US citizenship with the ability to obtain federal clearance.
Responsibilities:
Serve as overarching contractor authority for execution of this contract that directly oversees the T&E Team supporting the T&E PSB
Set the IT Service Management (ITSM) Practice strategy, lead tactical execution, contribute as a thought leader
Maintain and manage the client interface at the senior levels of the organization
Responsible for successful completion of all tasks and deliverables
Responsible for ensuring conformance with program task schedules and costs
Support subordinate Managers in identifying, mitigating, and managing program risks associated with all aspects of the delivery of services under this contract with the Government
Responsible for understanding MHS enterprise architecture, business process and policies in support of legacy systems and future EHR modernization efforts.

Skills and Qualifications:
Bachelor’s degree or higher in IT or Engineering field with 8 years of relevant program management experience, and 3+ years health IT project experience
Experience with organizing, directing, and managing contract operation support functions, involving multiple, complex, and inter-related project tasks for clinical systems
Experience leading T&E for integrated clinical applications
Experience managing teams of contract support personnel at multiple locations
Experience in agile development projects, demonstrating deep understanding of IV&V roles across waterfall, hybrid-agile, and agile methodologies
Experience with automated test tools and DevSecOps concepts
Experience in defining and executing an IT Service Management (ITSM) program
