The Program Manager (PM) serves as the primary point of contact between the Contractor and the Government and is responsible for overall management, execution, and performance of the MSC Cybersecurity Support Services contract. The PM provides strategic leadership, operational oversight, and managerial control to ensure all cybersecurity operations, assessment and authorization, and compliance tasks are executed in accordance with contract requirements, schedules, and performance standards. The PM ensures effective coordination of personnel, resources, quality assurance, and reporting while maintaining close communication with MSC stakeholders to support mission-critical cybersecurity objectives for afloat and ashore environments.Duties to include:Serve as the Government's primary point of contact for all contract matters and provide day-to-day oversight of contract performanceProvide leadership, supervision, and direction for all contractor personnel supporting the MSC cybersecurity missionPlan, manage, and execute all contract tasks in accordance with the PWS, task orders, schedules, and performance standardsDevelop, maintain, and deliver required management artifacts, including the Management Plan, Task Management Plan, Quality Management Plan (QMP), and Phase-In/Phase-Out plansEnsure timely delivery and quality of all contract deliverables, including weekly status reports, monthly status reports, performance assessments, and cost reportsCoordinate and direct quality assurance activities to ensure accuracy, completeness, and compliance with Government requirementsManage staffing, personnel availability, surge support, and resource allocation to meet mission demandsIdentify, assess, and mitigate program risks and issues, and communicate impacts and mitigation strategies to Government stakeholdersLead and participate in meetings, briefings, and reviews with MSC leadership, CORs, TPOCs, and other Government personnelEnsure contractor compliance with cybersecurity workforce requirements, including DoD 8570.01-M certification and training trackingOversee coordination across cybersecurity operations, A&A, and compliance teams to ensure integrated and efficient executionEnsure contract execution aligns with MSC mission objectives, DoD and Navy cybersecurity policies, and applicable regulations.RequirementsClearance Required: A minimum of a SECRET clearance is required for this position.Education: Bachelor's degree in Cybersecurity, Information Technology, Computer Science, Information Systems, Engineering, Business, or a related fieldMaster's degree in a technical or management discipline is preferred, but not requiredCertifications:Must comply with certification requirements identified in DoD 8570.01-M for Information Assurance Manager (IAM) Level III or equivalent.Project Management Professional (PMP) certifiedExperienceMinimum of 10 years of progressively responsible experience managing IT, cybersecurity, or C4S-related programs or projectsDemonstrated experience managing large, complex DoD or Navy contracts supporting cybersecurity or C4S environmentsProven experience briefing senior Government leadership and/or upper levels of military commandExperience managing multidisciplinary technical teams in a program office or enterprise support environmentExperience overseeing schedule, cost, performance, and quality for mission-critical IT or cybersecurity programsFamiliarity with DoD, DON, and MSC policies, standards, and operational environmentsExperience coordinating quality assurance, risk management, and process improvement activitiesStrong leadership, organizational, and communication skills.Physical Requirements: The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods.
