IntroductionThe newly established Office of Grants Management (OGM) within the Department of Health Services (DHS) is hiring a Training and Outreach Specialist. In collaboration with subject matter experts throughout DHS, OGM provides the agency with centralized grantmaking functions to focus on customer service, compliance with federal requirements, and the overall consistency and quality of the grants process.This position can work remotely up to 5 days per week but is required to report to the Madison office at 201 E. Washington Ave. occasionally to complete certain tasks such as quarterly in-person OGM staff meetings and onboarding. Position SummaryAs the Training and Outreach Specialist, you will be responsible for developing, implementing, delivering, and evaluating efficient and effective technical trainings for DHS staff, public, and private sector organizations. This role contributes to OGM’s mission of building grantee capacity, promoting compliance with federal and state grant requirements, and advancing modernization in grants management. Responsibilities include developing surveys to analyze training needs, developing curriculum, communication, outreach, and training materials to support statewide grants administration. You’ll also need to ensure training materials align with agency policies and organizational goals.The work requires strong instructional design, communication, and facilitation skills for technical training, as well as knowledge of learning management systems, grants administration principles, and plain language standards. A key early deliverable will be to develop supplemental learning materials to support DHS’ transition to a new grants management system.Salary InformationThe starting pay is between $36.00 and $39.50 per hour (approximately between $74,800 and $82,100 per year) depending on qualifications, plus excellent benefits. A 12-month probationary period is required.Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Staff Development Program Specialist - Senior and is in pay schedule and range 81/03.Job DetailsAll applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled. For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice. Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. QualificationsMinimally qualified applicants will have all the following:Experience developing and delivering a training program or course for working professionals. Experience facilitating or coordinating projects or teams to work toward a shared goal (e.g., managing timelines, facilitating meetings, tracking results, etc.). Experience administering training programs or sessions using learning and meeting technology, including both learning management systems and virtual meeting platforms. Experience developing trainings using instructional design principles. Well-qualified applicants will also have one or more of the following:Experience developing training materials or delivering training on technical, policy, or procedural topics, such as grant administration requirements or using a new system or database. Experience developing a training program from start to finish, including needs assessment, curriculum design, delivery, and assessment. Experience collaborating with subject matter experts to create training content. Experience planning and delivering outreach or engagement activities (e.g., listening sessions, webinars, workshops, conferences, etc.).
