Engineering Program Manager

Overview In this role, you will lead as a second-line engineering manager over an ART of about 110 people, shaping workforce design and talent strategy. You will drive capacity planning, staffing governance, and organizational design to support the Leidos Common Automation Platform (L-CAP) on a hybrid cloud data mesh. You’ll partner with RTE and ART Product Manager to align delivery priorities with the program's modernization goals. You’ll foster an AI-first engineering culture to improve productivity, quality, and delivery of mission-critical air traffic software. This position offers impact across government programs and millions of air travelers, with a focus on responsible AI and scalable teams. ResponsibilitiesLead 2nd-line engineering management for an ART of ~110 personnel and 4–6 People ManagersOwn workforce planning and organizational design for the ART, including structure and skill mixDrive staffing decisions and governance for hires and requisitionsMaintain engineering talent pipeline, bench strength, and critical-skill coverageOversee career development and retention strategies for engineering managersGovern performance management at scale with fair calibration and recognitionBalance workload through cross-team resource allocation and rotationsCollaborate with RTE and ART Product Manager on capacity planningOwn headcount budget and labor forecasting with program financeLead retention initiatives, compensation alignment, and attrition risk mitigationManage organizational change, onboarding/offboarding, and role transitionsAlign workforce composition with modernization priorities for cloud-native skillsDevelop workforce transitions for reskilling legacy ATC systems to modern architecturesCoordinate resource strategy across ART boundaries to avoid single points of failurePromote AI-first engineering practices to improve development, testing, and delivery Key requirementsBachelor’s degree with 8+ years of engineering management experience including 3+ years as a second-line manager (managing managers)Experience building, scaling, and retaining engineering organizations of 75+ personnel in a matrixed environmentWorkforce planning expertise including headcount forecasting and organizational designEngineering talent acquisition governance including requisition strategy and hiring decisionsPerformance management at scale including calibration and compensation planningExperience managing engineering managers and developing management capabilityResource allocation and capacity management across multiple teamsBudget management including labor forecasting and variance analysisEffective stakeholder management across program leadership, HR, and talent acquisitionAbility to obtain and maintain a Public Trust clearance; US citizenship required; background investigationsExperience managing transitions in software modernization programs including skill migration and team restructuringUnderstanding of engineering competency frameworks and career ladder designSAFe or Agile organizational leadership experience (preferred)Experience with cloud-native transformations and legacy-to-cloud migrations (preferred)strategic workforce planningstakeholder managementtalent developmentcapacity planningheadcount forecastinglabor cost forecasting
