This position will focus on program management, framework development, compliance monitoring, and policy implementation to ensure adherence to NSPM-33 requirements across NOAA research operations.Location: Silver Spring, MD (Hybrid)Clearance: Active TS/SCIResponsibilities and/or Success Factors:Program Development and Management Develop and maintain the Research Security Program framework aligned with NSPM-33 requirements Create the Concept of Operations (CONOPS) document that outlines the operational vision for the programDesign and document workflows, process diagrams, and reference guides for program implementationSupport the development of the implementation roadmap with timelines and milestones Policy Development and ImplementationLead the drafting and implementation of comprehensive research security policies and proceduresDevelop standardized templates and formats for research security documentationCreate guidance documents for NOAA institutions on achieving NSPM-33 complianceSupport development of collaboration procedures with other federal agencies and stakeholders Compliance and MonitoringEstablish continuous monitoring systems to ensure ongoing compliance with NSPM-33Design and implement research security assessment methodologies Create compliance tracking mechanisms and reporting templatesDevelop the risk register for integration with NOAA Risk Expert Network (REN) Performance Metrics and DocumentationDesign performance metrics and quality assurance indicators for the Research Security Program Produce monthly/quarterly compliance reports documenting program statusGenerate assessment reports identifying vulnerabilities and tracking improvementsDevelop and maintain program documentation including working group structures and support plansMinimum Qualifications Including Certificates: Active TS/SCI clearanceBachelor's degree in management, Business Administration, Public Administration, or related field Minimum 5+ years of experience in program/policy analysis, with at least 3 years in federal government contractsDemonstrated experience in developing policies and frameworks for federal programsStrong understanding of project management methodologies and compliance frameworksExperience with risk management and control systemsProficiency with Microsoft Office Suite, Google Workplace tools, and SmartsheetsExcellent analytical, documentation, and organizational skillsAAP StatementWe are proud to be an Affirmative Action and Equal Opportunity Employer and as such, we evaluate qualified candidates in full consideration without regard to race, color, religion, sex, sexual orientation, gender identity, marital status, national origin, age, disability status, protected veteran status, and any other protected status.
