Its businesses produce the raw materials that are essential in the manufacture of a wide variety of goods: from paints to plastics, textiles to technology, and medicines to mobile phones - chemicals manufactured by INEOS enhance almost every aspect of modern life.BUSINESS CONTEXT:Ethylene oxide (EO) is an important building block for the preparation of a wide variety of EO derivatives (EODs), including various surfactants, as well as a host of other chemical intermediates including Glycol Ethers, Polyethlene Glycols, Ethanolamines, and Alkyl Alkanolamines.INEOS Oxide is one of the world's leading producers of Ethylene Oxide (EO) and Ethylene Oxide Derivatives (EODs). We currently have a total EO and EOD capacity of 920 kta spread across five different production units throughout Europe and the US. These units have leading cost economics, due to economies of scale, state-of-the-art technology, strategic locations, etc. Our EO project in the US is targeting the fast-growing merchant EO market, building on our experience and leadership position in Europe.Purpose of the Job:The Safety Engineer serves as plant wide expert on all safety and fire protection related issues, including implementation and enforcement of all applicable OSHA and NFPA standards, managing OSHA Voluntary Protection Program and is responsible to advise site management regarding site wide regulatory compliance and implementation of industry best practices as they relate to all worker and process safety issues. The position provides guidance and support to the site health and safety team. Maintain site emergency preparedness plans and capability sufficient to meet regulatory requirements, applicable industry standards and Oxide USA policies. The Safety Engineer serves as leader of the manufacturing site Emergency Response Team (ERT) and the contract security workforce and is responsible to advise site management regarding preparedness tactics for risks and liabilities associated with major emergencies. The position also either directly or indirectly supervises contractors or technicians that provide support to emergency and security preparedness programs and/or maintain fire protection equipment at the site. The position also is responsible to develop and manage programs to ensure sites meet specific legal requirements and standards pertinent to emergency response from institutions such as OSHA, Department of Homeland Security, NFPA, etc.Position is influenced by:Internal:SHE performance of AssetsEmployee MoraleEmployee knowledge/trainingExternalCurrent and emerging regulatory and industry standards such as OSHA, DOT, ANSI, NFPA.Government officials (OSHA, DOT)Community RelationsMutual Aid OrganizationsResponsibilities And AccountabilitiesAccountability 1:SHESupporting the line organization and plant functional teams via direct involvement in routine and non-routine activities.Developing and implementing site Safety and IH procedures.Assessing new technologies and practices to reduce the risk of injuries/illnesses and evaluating trends and site performance on safety and health system elements to make recommendations for improvements.Develop and implement contractor safety management programs, including routine contractor safety approvals.Coordinate audits such as 20 Principles, VPP recertification and Operation Audits.Review and assist with contractor safety approvals.Review and approve new chemicals brought onsite as SME for safety.Manage safety programs such as SME for new chemical approvals.Accountability 2:Participating and/or coordinating various H&S audits/assessments and action plan development. Most important activities:Assisting and/or conducting risk assessments, compliance assurance audits and incident investigations.Providing health and safety expertise in projects and maintenance planning to ensure incorporation of H&S concerns and activities into work development and execution.Manage audits for OSHA Voluntary Protection Program, insurance audits, and other as needed or requested.Prepare and deliver safety communications for site meetings as safety op toolbox discussion rapid incident reports, SHE alerts and other safety communications as required.Lead or assist with incident investigations, MOC and PSSR as neededLead Special Projects as part of site safety improvement initiativesAccountability 3:Providing innovative and cost-effective solutions to compliance issues and emerging regulations. Most important activities:Perform incident/injury trend analysis.Perform advocacy on behalf of the site on emerging safety issues.Ensure site compliance with INEOS (IGGN) and regulatory requirements such as OSHAReview and improve safety systems such as work permits, JSAAccountability 4:Maintain beneficial relationships with key community, governmental, and industry contacts. Most important activities:Maintain sufficient site ERT staffing levels and training to meet desired response for any emergencies such as fire, rescue, security threat, medical and hazmat.Coordinate and provide training and drills for site ERT and IMT to support and manage emergencies.Manage specific threats, such as Bomb ThreatsFacilitate Inclement Weather site preparation by tracking potential site impacts and communicating detailsOversee operation and maintenance of site emergency response equipment.Conduct inspections and audits to improve site preparedness.Available to support the site as needed.Lead and participate in investigations as required.Accountability 6:Stewardship of people.
