Collaborate with district staff and outside personnel to formulate, develop, implement, and evaluate federal/special programs. Assist with preparation of written materials for district publications and news releases. Oversee district efforts in the areas of discipline management, student attendance and community relations. Assist with hearing and resolving student and parent complaints. Qualifications Education/Certification: Master's degree in educational administration Valid Texas Principal certification or equivalent Special Knowledge/Skills/Abilities: Knowledge of federal and special program rules and regulations Ability to interpret data Strong organizational, communication, and interpersonal skills Demonstrated skills in writing, proofreading, editing, and desktop publishing Knowledge of laws, regulations, and policies related to student discipline and attendance Ability to disseminate information to individuals and groups Ability to interpret policies, procedures, and laws Ability to deliver effective training to a variety of audiences Excellent organizational, communication, and interpersonal skills Ability to mediate, problem solve, and resolve conflict Ability to perform a variety of tasks often changing assignments on short notice with little or no direction Experience 3 years educator administrator experience Major Responsibilities and Duties Program Management Evaluate all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to the needs of the district and make recommendations regarding participation. Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/special funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA). Develop and implement a continuing evaluation of federal/special programs and implement changes based on the findings. Teacher Incentive Allotment (TIA) Lead the planning committee to create local designation systems that define teacher performance criteria. Data management & Analysis: Reviewing student growth measures, teacher appraisals (T-TESS), and data for accuracy before submitting to the Texas Education Agency (TEA). Compliance and Communication: Acting as the main point of contact with the TEA, keeping leadership updated on legislation, and ensuring compliance with TEC. Communication: Managing stakeholder communication regarding TIA spending plans and timelines. Student Discipline Management Coordinate the districtwide anti-bullying and character education programs. Monitor discipline trends and work with campus administrators to develop campus discipline improvement plans to address student needs in the areas of attendance and discipline. Address parent concerns related to discipline and campus administrative decisions. Conduct thorough, impartial investigations. Community Relations Develop and maintain programs that work to strengthen home/school connections. Work with community agencies to support positive behavioral choices for students and positive consequences. Student Attendance Work with campus administrators to recognize attendance trends and concerns. Publications and Information Services Assist with production, publication, and distribution of district publications and news releases. Take photographs for district publications, presentations, and displays. Record meetings or programs (both video and audio) throughout the district. Mental Demands/Physical Demands/Environmental Factors: Tools/Equipment Used: Standard office equipment including personal computer and peripherals Posture: Prolonged sitting; occasional bending/stooping, pushing/pulling, twisting Motion: Repetitive hand motions, frequent keyboarding and use of mouse Lifting: Occasional light lifting and carrying (under 15 pounds) Environment: Occasional districtwide and statewide travel; may work prolonged or irregular hours Mental Demands: Work with frequent interruptions; maintain emotional control under stress To meet the executive exemption test, the primary duty must be management and the employee must supervise at least two full-time employees.
