Program Manager - NPDMedical Support Services For Human Resources Management National Programs Division and CBP Hiring CenterBackground: This statement of work is for medical services to support two program offices within CBP's Office of Human Resources Management (HRM): National Programs Division's (NPD) Medical and Fitness Branch (MFB) and CBP Hiring Center (CBP HC). CBP National Programs Division is located in Washington, D.C, and for the purposes of this SOW, is responsible for the Drug Free Workplace Program, Independent Medical Examinations, reviews of medical documentation, and general examinations. CBP Hiring Center (CBP HC) is located in Bloomington, MN, and for the purposes of this SOW, is responsible for the coordination of the pre-employment candidate medical examinations and fitness tests for positions with medical standards and physical requirements, and for the scheduling of specimen collection services for the drug testing of candidates selected to occupy safety-sensitive positions.Place of performance: Services will be performed primarily in a remote environment, with periodic travel required to CBP-designated locations, clinics, or program sites as needed. The role supports nationwide operations and requires the ability to support in-person meetings, site visits, and program activities as required.Schedule Hours: Services shall be provided on a continuous, as-needed basis to support CBP operations. The Contractor shall support standard business hours, as well as extended hours, evenings, weekends, and holidays, as required.Requirements:Evidence of a minimum of three (3) years of experience supervising and managing staff.Evidence of a minimum of two (2) years of experience working in a Medical Services-related program, drug testing, and fitness testing-related program.Duties and Responsibilities will include, but are not limited to the following:Serve as the primary point of contact for the National Programs Division (NPD), coordinating directly with the Contracting Officer (CO) and Contracting Officer's Representative (COR)Provide overall contract management and operational oversight to ensure full compliance with all SOW requirementsManage the planning, coordination, and execution of medical services, drug testing, and associated program activitiesOversee nationwide and OCONUS operations, ensuring adequate staffing, coverage, and resource allocationEnsure timely, accurate, and secure delivery of all services, including medical evaluations, specimen collection, and reportingImplement and maintain quality control and quality assurance processes to ensure accuracy, completeness, and compliance of all deliverablesMonitor contract performance, identify risks, and implement corrective actions to maintain uninterrupted service deliveryEnsure compliance with all applicable federal regulations and standards, including HHS, HIPAA, DHS, and CBP requirementsOversee data management and reporting systems, ensuring real-time tracking, secure transmission, and audit readinessCoordinate with subcontractors, laboratories, clinics, and medical providers to ensure integrated and compliant service deliveryEnsure all personnel meet required licensing, certification, and credentialing requirements, maintaining documentation as requiredMaintain adequate staffing levels and ensure continuity of operations across all program locationsSupport financial oversight, including accurate tracking of services, reporting, and invoicing supportEnsure adherence to security, confidentiality, and data protection requirements across all operations#CB
