Location: Gaithersburg, Maryland (On-site)Clearance: Must be eligible for a NIST site badge; U.S. Citizenship or permanent residency requiredJob Type: Full-timeContract Type: Government Contract (Base Year + 4 Option Years)Position OverviewWe are seeking a skilled Software Developer / Database Specialist to support the National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) NanoFab in Gaithersburg, Maryland. This role is responsible for developing and maintaining the System for Project Management (SPM), managing the Virtual Database (VDB), generating custom reports, and providing database development support across the CNST application suite.The ideal candidate is a mid-to-senior level developer with strong Java and SQL skills, experience with enterprise reporting tools (Jasper Reports, Birt), and proficiency in Python and Django. This position requires the ability to work with complex database architectures, write sophisticated SQL queries, and support data integration across multiple systems.This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for all human resources, disciplinary, and administrative matters, while receiving work direction and prioritization from CNST NanoFab management.Key ResponsibilitiesMaintain and enhance the System for Project Management (SPM) applicationWrite code in Java, Kotlin, JSP, HTML, CSS, JS, and SQLDevelop Java code reports for extracting PI and project dataUpdate PI and project procedures based on current NIST and CNST requirementsAutomate external user project renewal procedures and notificationsImplement automated SPM lifecycle project protocolsManage the Virtual Database (VDB) using XML, SQL, and Java with Teiid 9.x and JBossWrite complex SQL queries including grouping, aggregation, counts, sums, case selects, and cross-database queriesExecute data calls: extract CNST statistical information from application databasesProvide data-call SQL scripts and code to CNST managementSupport Oracle RDBMS and PostgreSQL databasesMaintain and enhance Jasper Reports (JR) using Java, Jasper Reports 7.x, and Jasper StudioGenerate custom metric reports from the Virtual DatabaseCreate and maintain Birt reports within SPMDevelop CSV/PDF export functionality for user statistics and reportsImplement automated reconciliation engines for cross-system data discrepanciesMaintain the NBS REST API (Python)Support integration between SPM and Zotero publication databaseQualificationsBachelor's degree in Computer Science, Information Technology, or related fieldMinimum five (5) years of software development experienceU.S. Citizenship or permanent residency requiredMust be able to obtain a NIST site badge; must pass criminal background check and fingerprintingProficiency in Java, Kotlin, JSP, HTML5, CSS, JS, XML, SQLProficiency in Java Spring Framework, EclipseLink, Activiti Workflow, Jetty ServerProficiency in Jasper Reports 7.x, Jasper Studio, Birt ReportsProficiency in Oracle RDBMS, PostgreSQL, SQLDeveloperProficiency in Python, DjangoExperience with REST API developmentProficiency in Maven, Git, GitLabProficiency in Linux (Rocky 8/Ubuntu)Strong communication skills; ability to work with cross-functional teamsAbility to exercise sound judgment and independently plan and accomplish goalsSchedule & Work ConditionsHours: Monday through Friday, standard NIST business hours (typically 6:00 AM - 7:00 PM access window)Location: NIST Gaithersburg Campus, 100 Bureau Drive, Gaithersburg, MD 20899Federal Holidays Off: All federal holidays as observed by NISTOn-site Requirement: All work must be performed on-site unless otherwise agreed in advance by the GovernmentSecurity RequirementsMust obtain a NIST site badge; requires proof of identity, citizenship/visa status, fingerprinting, and criminal background check (processing takes approximately 4 weeks)IT Risk Level: Moderate Risk - access to NIST IT systems with elevated, limited access rightsMust comply with all NIST and DoC IT Security Policies for Moderate Impact (Confidentiality and Integrity) systemsEqual Opportunity EmployerWe are an equal opportunity employer and do not discriminate on the basis of race, color, religion, sex, gender identity, sexual orientation, national origin, genetics, disability, age, or veteran status.
