Job#: 26-00975 Senior Project Controls Engineer (Capital Projects)Location: Houston, TX (Hybrid) Work Schedule: Monday–Thursday onsite, Friday remote (9/80) Duration: Contract through May 31, 2027 (Extension Likely) Pay Rate: $60 - $65 per hour Travel: International travel possiblePosition OverviewThe Senior Project Controls Engineer will support early-phase capital project development across complex energy and industrial portfolios. This role is responsible for cost estimating, budgeting, risk analysis, and estimate assurance for projects of varying size and complexity.The ideal candidate brings deep estimating expertise, strong stakeholder collaboration skills, and experience supporting project funding, opportunity shaping, and early concept development.This position offers exposure to high value capital programs, and a highly collaborative hybrid work environment in Houston.Key ResponsibilitiesLead development of Project Cost Estimates and Basis of Estimate (BoE) in compliance with established project management systems and cost engineering standardsDevelop and maintain Estimate Plans for early project phasesCollaborate with engineering, opportunity shaping, procurement, execution, and project management teams to validate and refine:Material costsLabor estimatesIndirect and contingency costsPerform scenario analysis and cost alternatives to support strategic business decisionsIntegrate risk analysis, contingency planning, and escalation factors into cost estimatesCoordinate and support Cost Estimate Assurance ReviewsReview, validate, and challenge contractor estimates and bidsParticipate in cost and schedule risk assessments, including contingency determinationDevelop and maintain cost models aligned with project standardsEnsure estimates and BoEs are properly version controlled and updated as assumptions changeDevelop and implement procedures tying estimates and budgets to project ownershipSupport Management of Change (MOC) processesMentor and guide team members on best practices in estimating and cost engineeringGenerate high quality estimating, budgeting, and project control reports for funding approval and business planningRequired Qualifications10+ years of experience in cost estimating, project controls, or capital project cost engineeringDemonstrated expertise using standardized cost engineering processes, tools, and benchmarkingStrong experience working across early project phases and opportunity shapingProven ability to collaborate with cross functional teams in fast paced environmentsExcellent organizational, analytical, and communication skillsAbility to work independently with minimal supervisionMust be eligible for and obtain TWIC certificationMust be local to Houston, TX and able to adhere to a hybrid work scheduleExperience supporting large upstream and downstream oil & gas projects (onshore and offshore)Bachelor's degree (Engineering, Science, or related field)Proficiency with QUE$TOR or comparable estimating softwareExperience with Monte Carlo simulations and risk based estimating techniquesBackground in:Offshore estimatingEarly concept estimatingExploration projectsNew country entry or frontier developmentsKey Skills & CompetenciesCapital Project EstimatingOpportunity ShapingCost Engineering & ControlsRisk & Contingency AnalysisWork Breakdown Structures (WBS)Cost Breakdown Structures (CBS)Contractor Estimate ReviewSchedule & Cost Risk AssessmentStakeholder Engagement & AlignmentContinuous Improvement MindsetAdditional DetailsHybrid Work Model:Monday–Thursday: Onsite (Downtown Houston)Friday: RemoteCompressed Work Week: 9/80 scheduleAssignment Deliverables:Opportunity shaping support including cost, schedule, and project controlsInterview Process:First round: VirtualSecond round: OnsiteEducation: Bachelor's degree highly preferred but will consider experience in lieu of degreeBenefits:The benefits available with this position include:Ongoing Training (RSO, Systems, Software Programs, OSHA Safety, JJ Keller, etc.)Continuous Employment Development and LearningOngoing Advocacy, internal assets with HSE, Legal and HR teams and experts to aid in Employee Career Path and Advancement401KHealthcare Group Medical Coverage & Healthcare for California onlyDental Insurance CoverageVision Insurance CoverageBasic Life Insurance & AD&DLong Term DisabilityVoluntary Short-Term DisabilityDirect DepositHealth Savings and Flexible Spending AccountsCenergy is a dynamic, diverse, woman-owned company that has provided stellar support to our clients globally for over 25 years!
