Once a contract is signed, the recruitment process will commence promptly.Company DescriptionIntervoice is a leading Project Management and Consulting firm located in San Juan, with over a decade of experience delivering innovative solutions to complex business challenges.Project SummaryIntervoice is contracting a Grant Management Consultant to support its Service Delivery Team with several US federal programs in state/local government and private clients, guiding them through all grant activities to increase success in securing and effectively utilizing funding.Role DescriptionThis is a contract hybrid role that involves assisting clients with implementing and managing federal grants and providing grants‐related assistance and services both on-site in San Juan and remotely.Role ResponsibilitiesUnderstand and be conversant in the proper terminology, concepts, and issues.Utilize the full range of any federal program or required skills reference and resource materials to complete tasks successfully.Prepare, process, track, and submit on behalf of any applicant/sub‐applicant, including all required schedules and documentation, and respond to federal awarding agency RFIs.Perform pre‐award activities and assist with the grant application.Assist in completing award/sub‐award agreements between the federal awarding agency and recipient.Perform award/sub‐award financial management, including budgeting, accounting, expense tracking, and accounts set up for financial tracking and reporting.Complete Requests for Reimbursement (RFRs) such as advances, expedited payments, or reimbursement.Determine if any applicant/sub‐applicant meets all grant or cost eligibility requirements.Complete required award/sub‐award performance reporting, milestones, and deliverables requirements.Compile, develop, and maintain recipient/sub‐recipient project records supporting eligible activities and costs.Verify, validate, and reconcile documentation to ensure information matches in all systems.Ensure awards are conducted in compliance with all applicable laws, regulations, and funder requirements.Provide general programmatic assistance to applicants and maintain currency of and comply with applicable state and federal grant management policies and procedures.Participate in meetings and briefings with applicants.Conduct compliant procurements.Conduct sub‐recipient and contractor monitoring.Prepare, review, or assess the client's internal policies and procedures.Prepare for and respond to monitoring events and audits conducted by the Federal Awarding Agency, OIG, state auditors, and other auditors.Prepare grant documentation for closeout readiness and address any deficiencies.Respond to requests for closeout documentation.Conduct a final review of completed awards, making appropriate adjustments or disallowances, and process close‐outs.Prepare for post‐closeout audits and reviews.Assist with project validation reviews, addressing inconsistencies, special considerations, and compliance issues.Evaluate grant management processes and identify areas for improvement.Role RequirementsBachelor's degree in accounting, business administration, public administration, emergency management, insurance, or a related field; equivalent training and experience may substitute.Entry‐to‐Intermediate level experience (1–2 years) demonstrating knowledge of federal NTIA‐BEAD, HUD‐CDBG, or FEMA Grants.Knowledge of Title 2 of the Federal Code of Regulations (CFR).Knowledge of applicable state rules and regulations.Understanding of federal awarding agency, state, or recipient program policy rules and guidance.Ability to read and interpret grant guidelines and contracts.Basic computer proficiency, including advanced use of Microsoft Office 365 applications, SharePoint, and smartphone/text usage.Effective written and oral communication skills with stakeholders.Strong written, verbal, and organizational skills.Ability to work independently with minimal supervision and within a team framework under tight deadlines.Flexibility and adaptability to changing assignment requirements.Bilingual in Spanish and English preferred.Desired Technical SkillsKnowledge of Disaster Recovery and FEMA grant programs, including Public Assistance, 428, 404, and 406 Mitigation.Familiarity with other federal grant programs such as CARES Act, CDC Grants, HHS Grants, USDA Grants, USACE projects, SBA disaster recovery, and insurance.Knowledge of Emergency Management and related state/federal legislation; ability to research, organize, and write reports and briefings.Experience within commercial and/or public industries such as government entities, medical facilities, schools, transportation, coastal entities, water/waste treatment, telecommunications, and utilities/power.Professional registration or certification such as CGMS, PMP, CPA, or CFE.Terms & ConditionsDuration: 12‐month contract with potential for renewal based on project needs and performance.Compensation: Fixed monthly fee, payable upon invoice submission.Independent contractor status: Must manage own tax and insurance obligations.Equal Opportunity StatementIntervoice is an affirmative action and equal opportunity employer.
