Surveys, inspects, monitors and conducts program evaluations of residential foster care facilities for compliance with operational practices, environmental standards, delivery of services, and appropriate practices through interpretation and application of regulations and statutes, to assure the health and safety of children in out-of-home care. Conducts initial, annual, and compliance surveys of 24-hour child care facilities, as needed. Evaluates program design and implementation, coordinates surveys with child placing agency staff as needed. Conducts surveys for the purpose of investigating complaints and reports of unsafe, harmful or illegal child care in keeping with agency regulations, policies and procedures by child care providers. Completes a written report and recommends appropriate regulatory actions. Coordinate the investigations with DCF PPS social workers, law enforcement personnel, and child placing agency staff. View the full position description Qualifications Minimum Qualifications: If a driver's license is required, a copy must be sent to your recruiter following the interview. The incumbent will work directly with prospective or existing 24-hour child care facility providers and the providers' sponsoring child-placing agencies to obtain information and assess providers' capability and readiness to provide services outlined in regulations, statutes, and policies. The incumbent will follow federal regulations, state regulations, and state policy to make determinations on provider compliance. They will address areas of non-compliance, monitor corrections, and offer consultation and technical assistance to prospective and existing facilities. The incumbent will work directly with prospective or existing providers to obtain information and assess their compliance with federal and state regulations and statutes. Completes a written report and recommends appropriate regulatory actions. Completes investigation reports of noncompliance by documenting the facility visit, associated evidence, and determination of regulatory compliance. Coordinates the investigations with DCF PPS social workers, law enforcement personnel, and child placing agency staff. Obtains reports completed by other professional staff related to the complaint. Determine the validity of complaints and document the extent of environmental noncompliance using photographs and other evidence gathered. Follow established protocols for the documentation of complaint investigations and enforcement process. Prepare facility correspondence identifying items of non-compliance and establishing acceptable compliance deadlines with timely completion. When efforts to return a facility to compliance are unsuccessful, confers with the supervisor and refers non-compliant facilities for enforcement. Testify at administrative and other hearings, as necessary. Surveys, inspects, monitors and conducts program evaluations of residential foster care facilities for compliance with operational practices, environmental standards, delivery of services, and appropriate practices through interpretation and application of regulations and statutes, to assure the health and safety of children in out-of-home care. Completes surveys using appropriate judgment and observations concerning the compliance status of the facility's services and living conditions with state and federal regulations and determines if discovered deficiencies endanger the health or safety of children and families. Evaluates program design and implementation in child care facilities. Conducts initial, annual, and compliance surveys of 24-hour child care facilities, as required, and coordinates surveys with child placing agency staff. Utilizes technical equipment to measure areas of the licensed physical premises, determine approved water temperatures, and ensure appropriate lighting in child care facilities to meet regulations. Flag issues and defects in provider submitted evidence of policies, manuals, processes and procedures, and monitors corrections and compliance processes. Within established timeframes complete detailed and thorough inspection documentation and facility correspondence stating inspection findings. Establishes compliance deadlines for items determined to be in violation. Processes information from various sources following standard policies and procedures to support the compliance determination process. When efforts to return a facility to compliance are unsuccessful, confers with the supervisor and refers non-compliant facilities for enforcement. Documents results of surveys in the state licensing system in an accurate and timely manner. Reviews survey reports for completeness; determines if deficiencies are described correctly, and then provides a recommendation about licensure of facility. Organizes and submits surveys in a timely manner, in accordance with agency guidelines. Conducts compliance surveys as needed. Monitors and performs follow-up actions in cases where environmental violations were found. Approves compliance action plans for noted deficiencies and provides ongoing feedback and education to licensed facilities to ensure compliance with regulations and statutes. Informs supervisor of unusual concerns or when enforcement action is recommended. Acts as a regional representative of DCF in order to provide training, consultation, and technical assistance regarding licensing of 24-hour child care facilities, including presenting at regional meetings/training sessions and PS MAPP meetings, as needed. The incumbent will engage with providers to identify training needs and direct them to available training resources in the state. Analyzes regional needs and makes recommendations to regional supervisor for training, development of policy memorandums, and revisions/interpretations of the regulations. Assists in the presentation of regional training and provides direct on-the-job surveyor training within the region to the CPA staff as requested. Complete case management listings and statistical reports as requested. Attend training and professional conferences in order to maintain proper credentialing. Participate in supervisory conferences on a regular basis.Acts as a community liaison by communicating and responding, at a professional level, to program and procedural inquiries and providing technical assistance and consultation to foster care providers, child placing agency staff, management staff of facilities and the public. This communication provides consultation and education, as well as response to questions regarding the licensing and regulatory process of 24-hour child care facilities and child placing agencies and maintaining the health and safety of children in out-of-home care. The community liaison role also involves interacting with all of the above to: 1) plan, coordinate, and advise; 2) obtain, give, or clarify information; 3) obtain or maintain goodwill and cooperation towards the program and agency purposes and programs.
