QA/QI Education Manager
Priority Ambulance and CONFIRE, a Joint Power Authority, formed by nine-member fire agencies in San Bernardino County, are parties to a public-private partnership that will provide emergency and non-emergency ambulance services in portions of San Bernardino County, California. Together Priority Ambulance and CONFIRE were selected to provide emergency and non-emergency ambulance services in portions of San Bernardino County, California.
Priority Ambulance will work directly with CONFIRE EMS-MOBILE HEALTH (CONFIRE EMS), a division of CONFIRE. Our mission is to provide a holistic approach to emergency medicine, including emergency medical ground ambulance transportation, 9-1-1, interfacility, and critical care transportation.
Priority Ambulance is currently recruiting for a QA/QI Education Manager to join the Priority Ambulance and CONFIRE EMS team.

Definition:
Oversees Clinical Service activities for CONFIRE.
Collects patient care records (PCRs); reconciles and reviews; ensures completion and follows up on same.
Works with field crews, Field Supervisor, or Operations Manager to ensure all PCRs are accounted for, complete and accurate.
Audits PCRs to ensure compliance with local medical protocol and works in coordination with Operations Manager and Medical Director to provide educational feedback to field staff.
Generates reports as required to assist management team in ensuring quality of field documentation.
Performs other duties related to operations as directed.
Reports To:
Director of EMS
Works to support the Field Supervisor or Operations Manager as appropriate for all operational activities.
Medical Director Medical Control on all patient care, protocol and clinical quality activities.
Specific Duties:
Demonstrates complete knowledge, understanding and compliance of company policies and procedures.
Ensures that work area is ready for use at the beginning of each shift and after the shift. This includes making sure that work area is clean and organized, that all company documents are appropriately filed and secured according to local, state, and federal law, company policy, and HIPAA regulations.
Collects all hard-copy and electronic patient care records (PCRs) on ambulance runs from field crews.
Cross references all PCRs with CAD data to ensure all ambulance runs have appropriate documentation completed and submitted.
Generates Daily Transport Report(s) and PCR Reconciliation Reports and submits to Billing and/or Management Team as directed.
Reviews PCRs to ensure that they are thoroughly and correctly completed, working with field to crews and/or Field Supervisor or Operations Manager as appropriate to have incomplete PCRs completed by field crews while adhering to company, local, regional, state, and federal guidelines regarding patient care documentation.
Audits PCRs to ensure compliance with local medical protocol and works in coordination with Operations Manager and Medical Director to provide educational feedback to field staff.
Supports Billing staff by providing demographic and other information, locating required documents, following up with questions to field crews, and answering any questions about local operations.
Contacts healthcare facilities, public safety agencies, and insurance companies to obtain additional information for completion of documentation for ambulance runs.
Ensures the security of all company computer systems by adhering to security procedures and utilizing appropriate password policies.
Ensures security of buildings, vehicles, equipment, medications, and all other company property.
Assist in the creation and revision of CONFIRE Patient Care Protocols. Responsible for tracking and maintenance of employee certifications, vaccinations, and mandatory yearly training.
Identify, develop, and implement quality improvement (QI) programs in order to assure clinical excellence. These programs should include, but are not limited to, overseeing clinical aspects of field performance, overseeing any clinical requirements related to contracts, agreements, etc., reviewing completed patient care reports for accuracy, and providing clinical support for documentation and billing personnel.
Conduct clinical reviews and investigations immediately upon receiving information regarding a possible protocol or standard of care violation. In most cases, the investigation should be completed within 72 hours of the initial report. Document findings in writing. Provide timely briefings to EMS Director and Operations Manager.
Adheres to Universal Precautions/Body Substance Isolation when dealing with patient contacts and is familiar with and practices the company's Infection Control policies and procedures.
Accepts responsibility for recertification as an EMT-P or RN and for other required licenses and certifications as required by company, local, regional, and state policies, regulations or laws.
At all times, sets an example of professionalism and leadership for others to follow. Places patient care excellence and safety above all else.

Salary Range: $75,000 - $86,000
Minimum Requirements:
Current EMT-P certification or RN license.
Must be knowledgeable in medical terminology.
Must be proficient in-patient care field documentation for EMS.
Must be proficient with personal computers and tablet devices.
Must be proficient with all Microsoft Office software packages.
Must have a basic understanding of Medicaid, Medicare, and Private Insurance reimbursement.
Physical Requirements:
All EMT-P or RN requirements.
The ability to sit at a workstation for long periods of time working on a computer.
