Stat. § 142E, to develop, administer, and manage statewide registration of child care providers for eligibility for Child Care Assistance Program (CCAP) payments. The Provider Support Specialist_ exercises independent judgement in the application of agency and unit protocols _to ensure program compliance and integrity; provide exceptional service to child care providers serving children and families utilizing CCAP across the state; and collaborate with internal and external partners to enhance, adapt, and modify policies and procedures._ The Provider Support Specialist works with the Child Care Assistance Program (CCAP) to implement strategic plan alignment and daily ongoing functions for the Centralized Provider Registration Unit.Responsibilities include:+ Process and maintain Child Care Assistance Program provider registration records for child care providers eligible to receive Child Care Assistance Program payments, complying with department policies and federal and state laws and regulations.+ Provide extensive support and engagement to child care providers, with an emphasis on child care providers not licensed by Minnesota, to ensure that all providers are supported to provide child care to children utilizing CCAP.+ In collaboration with Child Care Assistance Program staff, MNIT, Program Compliance & Audits, Office of Inspector General, and other necessary parties, develop, implement, and document internal controls, strategies, system tools, and procedures for provider registration to ensure compliance with program requirements and prevent waste, fraud, and abuse.+ Advise, consult, and promote collaboration between federal, tribal, state, local agencies and the public regarding CCAP child care provider concerns and issues to support sound policy development; facilitate effective program integration and implementation; and increase public understanding and marketing of financial supports to Minnesota's children, youth, families, and child care industry, across multiple program types.+ Perform other duties as assigned and serve as an effective member of the Child Care Assistance Program Team by contributing as necessary so the entire range of team responsibilities and activities is accomplished in an appropriate and timely manner.**Minimum Qualifications**Three (3) years of experience working in a child care related or public assistance related setting providing customer-facing services, utilizing technology systems, and coordinating with a team to ensure work is completed efficiently and according to workplace standards. Experience must include:+ Experience using technology, data, and/or eligibility systems used in public assistance and/or child care programs (preferably MEC2, MEC2 PRO, MAXIS, Develop, or the Provider Hub).+ Knowledge of state government policies, procedures, processes, laws, and rules related to child care including:+ Child Care Assistance Program or related program policy, systems, and/or utilization.+ Child care provider operations, business practices, market needs, safety and learning standards, credentials, and/or accreditations.+ Experience working effectively and culturally competently with others from different backgrounds and cultures.+ Experience providing exceptional customer service and communication in all interactions whether in-person, virtual, via telephone or through email.+ Experience working collaboratively on a team by contributing to shared duties and developing necessary subject matter expertise.+ Ability to understand, navigate, utilize, and adapt to new technology and systems.A bachelor's degree in child development, early childhood education, family studies, human or community services, social work a related field may substitute for 12 months of experience or a master's degree may substitute for 18 months of experience.**Preferred Qualifications**+ Fluency in Somali language.+ Experience developing and following written processes and procedures to resolve complex policy issues including developing, analyzing, and implementing legislation and program policies; interpreting policy; and monitoring compliance with state and federal rules and law.+ Knowledge of relevant barriers child care providers experience navigating state level systems.+ Experience in community engagement, outreach, training, and/or professional development.**Additional Requirements**It is the policy of the Department of Children, Youth, and Families that the individual selected for this position successfully complete a background investigation prior to employment, that may include the following components:+ Reference check+ Criminal Background check+ Fingerprinting check (MNJIS/CJIS)+ Personnel File Review: current and former public sector employees.+ Additional assessment may be required during the interview process.AN EQUAL OPPORTUNITY EMPLOYERMinnesota State Colleges and Universities is an Equal Opportunity employer/educator committed to the principles of diversity.
