SOLID WASTE TECHNICIAN
Job Title: Solid Waste TechnicianDepartment: Solid Waste ManagementPay Grade: 67FLSA Status: Non-ExemptJOB SUMMARYThe person in this position works in maintenance in the Solid Waste Facilities along with monitoring various waste streams, landfill gas operations, performs other tasks as required/requested. This position works according to some procedures and deadlines but determines scheduling and completion of projects; work is reviewed regularly by the Solid Waste Administrator or designee.ESSENTIAL JOB FUNCTIONS:The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work, as necessary.Landfill Gas OperationsAssist in landfill gas related activities such as monitoring, diagnostics review, record keeping, design, construction and operations of gas extraction system (system piping and wells), gas blower/flare generator. This willalso include monitoring vacuum pressures, methane content and oxygen content with gas analyzing instruments.Understands the operation/maintenance of the Flare Station, dewatering pumps, landfill cap and leachate such as periodic monitoring and adjustment of dewatering pumps and pump station to confirm proper operation. This will include monitoring flow rates from wells, cumulative flow from pump station, and periodically monitoring water levels in the wells equipped with dewatering equipment.Monitor landfill cap, groundcover, drainage ditches and sediment basins. Will perform mowing, trimming and any related activities to maintain the Francis Farm Landfill to operational and/or NCDEQ standards.Solid Waste FacilitiesWill perform mowing, trimming and any related activities to maintain Convenience Centers, Material Recovery Facility and Francis Farm Landfill.Will assist in maintaining gates, fences and general upkeep and other periodic functions to ensure buildings and grounds meet operational standards at the Convenience Centers, Material Recovery Facility and Francis Farm Landfill.Waste Streaming MonitoringWill conduct periodic monitoring of waste streams from inbound and outbound waste at the Convenience Centers, Material Recovery Facility and White Oak Landfill.Will complete documentation in Word or Excel and report any issues to the Solid Waste Administrator or designee.Performs other assigned duties.MINIMUM REQUIREMENTS TO PERFORM WORK:Requires high school diploma or GED equivalent with extensive knowledge in operating complex systems.Must be able to read engineered drawings.Must possess within twelve months of hire date Landfill Gas Systems Operation & Maintenance certification; Manager of Landfill Operations (MOLO) and Transfer Station certifications.Must be able to utilize Microsoft Office Suite (Word and Excel) and other computer software as required to complete required reportingShould have some working knowledge of local government and solid waste operations.Must be at least twenty-one years of age to drive a County vehicle.Valid state driver's license. Must have no more than three (3) points showing on current DMV records in order to operate County vehicles.KNOWLEDGE, SKILLS AND ABILITIES:Requires planning and developing in the sequence of major activities and reporting on operations and activities which are very broad in scope. May be called upon for instruction and operational efficiency.Requires operating or repairing complex machinery and testing equipment that requires extended training and experience.Requires performing work involving policy and guidelines, solving work-related problems.The ability to read, write and the ability to speak publicly.Requires reading complex sentences, instructions, regulations, procedures or work orders; writing complex sentences giving instructions (Standard Operating Procedures), developing reports for State and Federal agencies and completing routine job forms and incident reports; speaking routine sentences using proper grammar and developing presentations and public speaking.Requires doing specialized technical or entry-level professional work requiring general understanding of operating policies and procedures and their application to problems not previously encountered; application of specialized technical or professional principles and practices or the use of a wide range of administrative methods in the solution of problems; requires normal attention with short periods of concentration for accurate results and occasional exposure to unusual pressure.Knowledge of Microsoft Office including but not limited to: Excel, Word, Power Point and other applications/software as required.PHYSICAL DEMANDS:Requires medium work that involves walking, standing, stooping, stretching or lifting all of the time and also involves exerting 50+ pounds of force on a recurring basis, or considerable skill, adeptness and speed in the use of fingers, hands or limbs in tasks involving very close tolerances or limits of accuracy.
