Unemployment Tax Examiner

General Job Information Job Summary The position is located in the Department of Employment Services (DOES) within the Office of Unemployment Compensation, Tax Division, Collections Unit. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The Collections Unit is responsible for safeguarding the integrity and solvency of the Unemployment Insurance Trust Fund by identifying, pursuing, and resolving delinquent employer tax liabilities. Duties and Responsibilities Analyzes and manages a portfolio of delinquent employer accounts to ensure timely follow-up, accurate documentation, and effective resolution of outstanding liabilities. Conducts outreach to employers and their representatives by phone, email, and making site visits to provide guidance, resolve account discrepancies, and promote voluntary compliance with District tax requirements. Researches applicable regulations, tax codes, policies, and authoritative sources to address complex or unusual tax questions and to resolve issues such as wage reporting errors, payment misapplications, account adjustments, and multi-period reconciliations. Coordinates with field audit staff to obtain information regarding employer assets, wage records, and tax payments to ensure proper account adjustments and facilitate the collection of delinquent taxes. Evaluates changes in business ownership to determine whether tax liability or rate assignments are transferable and ensures accurate application of statutory requirements. Determines the most appropriate means to secure delinquent taxes (e.g., payment plans, liens, civil actions, intercepts) by reviewing employer files and records, communicating with employers or their representatives, and recommends enforcement actions when necessary. Qualifications and Education Applicants must have at lease one (1) year of specialized experience equivalent to the CS9 grade level in the District of Columbia government service obtained from the public or private sector. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position such as but not limit to the knowledge of accounting principles and understanding of unemployment tax laws and regulations to accurately interpret employer account activity, analyze delinquent debt, and determine the causes of noncompliance. Promotion Potential: No known promotion potential Duration of Appointment: Career Service - Term NTE 13-Months Pay Plan, Series and Grade: CS-0501-11 Salary: $74,893- $96,547; Based on qualifications and funding Collective Bargaining Unit (Union): This position is covered by AFGE Local 1000 Collective Bargaining Unit. Position Designation: This position has been designated as Security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable. Residency Requirement: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
