Blue Chip Talent, in partnership with a public sector organization, is seeking a skilled Procurement Contracts & Sourcing Leader (Government Funded Bonding). This role is responsible for leading procurement activities across capital projects, managing competitive bidding processes, and ensuring compliance with public procurement regulations. The position plays a key role in vendor sourcing, contract oversight, and cost optimization for infrastructure-related initiatives.Job DutiesLead procurement meetings including pre-bid conferences, bid openings, award discussions, and negotiation sessionsIssue and manage Invitations to Bid (ITB) and Requests for Quotes (RFQ) for goods and construction projectsEvaluate supplier bids for pricing, compliance, lead time, and alignment with scope of workProcess procurement requisitions exceeding established thresholds in accordance with policyGenerate and manage purchase orders for awarded vendors and contractorsConduct site visits and coordinate with stakeholders throughout the solicitation processMaintain procurement records including vendor data, pricing history, and bid documentationMonitor contract performance and ensure adherence to terms, specifications, and schedulesResolve vendor performance issues related to defective goods or servicesSupport responses to public records requests and procurement-related inquiriesIdentify cost-saving opportunities and recommend process improvements across sourcing activitiesSkills & Experience RequiredBachelor’s degree in Business Administration, Supply Chain, Public Administration, or related field10+ years of experience in purchasing, procurement, or contract administrationKnowledge of public procurement laws, regulations, and competitive bidding processesExperience issuing RFQs, ITBs, and managing bid evaluationsProficiency in Microsoft Office (Excel, Word) and procurement or ERP systemsAbility to analyze vendor pricing, contracts, and technical specificationsExperience managing procurement records and documentation for complianceDesiredExperience supporting construction, infrastructure, or capital improvement projectsKnowledge of bond-funded project procurement (e.g., bid, performance, payment bonds)Familiarity with government budgeting and procurement cyclesExperience evaluating contract compliance and vendor performance metricsExposure to public sector procurement audits or FOIA/public records processesExperience sourcing vendors for large-scale or multi-phase projectsBlue Chip Talent is an award-winning and woman-owned talent solutions provider based out of Bloomfield Hills, Michigan.
