COUNTY OF BUCKSJOB TITLE:Human Resources GeneralistJOB CODE:0804DEPARTMENT:Human ResourcesUNION: 00FLSA STATUS:ExemptGRADE:99POSITION SUMMARYAdministers a wide range of human resources policies and procedures for all County employees. Works with all facets of the human resource function including but not limited to: talent acquisition, onboarding, HRIS/personnel actions, records management, safety, wellness, training and development, employee relations, investigations, benefits & leave administration, workers' compensation administration, and unemployment compensation. Must have a firm understanding of HR and the various functions that are administered. Interacts with employees across all levels within the County. Maintains positive work atmosphere by behaving and communicating in a manner that is professional with employees, managers and vendors. Overseen by Senior HR Generalist or HR Manager. Reports to the Chief Human Resources Officer and Deputy Chief Human Resources Officer.ESSENTIAL FUNCTIONS AND RESPONSIBILITIESPerforms one or more major functions relating to recruitment/onboarding (e.g., merit hire interviews, new hire orientation, onboarding paperwork, HRIS/personnel actions) or leaves, workers' compensation administration, separations, and unemployment. Makes decisions as subject matter expert.Educates staff, management and department heads on all HR related procedures and information.Performs various administrative actions using our Human Resources Information System (HRIS) - Lawson, Bucks Recruit and Civic Plus. Maintains records and compiles reports to analyze data and trends and respond to requests for information.Maintains & completes accurate files and records for the department. Reviews personnel needs with department supervisors for staffing purposes. Reviews open positions and provides guidance to hiring managers to match applicants with job requirements. Completes unemployment claim forms and attends unemployment hearings for employees who have separated from the County. Conducts investigations when complaints are presented.Assists in the resolution of employee relations and labor relations issues. Assists with benefits administration, employee leaves of absence, safety, wellness.Creates and conducts various HR trainings.Assists in evaluation of reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to improve the efficiency of services performed in all departments. Maintains compliance with federal and state regulations concerning employment.Maintains confidentiality at all times regarding all aspects of Human Resources and the County.Works on Special Projects as assigned by management. Performs other duties as assigned. QUALIFICATIONS REQUIRED:To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
