Executes authority as the Chief of the Contracting Office in the absence of the Division Chief. Assists Contracting Division Chief in all phases of the work of the division, sharing full and concurrent authority with the Chief for planning, scheduling, coordinating, supervising, and accomplishing programs and functions within Contracting Division's responsibility.Key Duties Exercises staff supervision over all functional phases of contracting performed in the District and an expert in the procurement and contract management field. Directs the functions of the Branch in the accomplishment of assigned functions. Provides technical direction by utilizing all existing acquisition regulations and policies through subordinate team leaders over procurement and contracting activities on Architect-Engineer, Construction, Supply and Service projects in several areas Serves as Contracting Officer with unlimited signatory authority holding full legal responsibility and accountability for themselves and actions of others in execution of contracts. Ensures contract and support documents are in accordance with all laws and regulations and there are sufficient contract funds prior to awarding. Supervises, plans and directs the Branch functions and overall personnel management activities. Conducts daily oversight of the team's performance by assigning, reviewing, approving or rejecting daily work requirements and also approves routine leave. Supervises the administration of one of USACE largest Government Purchase Card (GPC) programs. Participates in the formulation of long-range plans, policies, and procedures to accomplish contracting objectives. Reviews and interprets basic policies and procedures in relation to specific mission needs. Other Conditions and Requirements###This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.Minimum Education RequirementDegree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.ORExemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.Minimum Qualifications for the GS-14: In addition to meeting the basic requirement above, to qualify for this position, you must also meet the qualification requirements listed below:Specialized Experience: One year of specialized experience which includes: (1) pre-award actions, acquisition management and price/cost analysis sufficient to execute pre-award(or post-award) procurement actions; AND (2) evaluating bids, proposals, quotations and contract administration; AND (3) experience in leading teams/units/directorate or organization(s). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).Some federal jobs allow you to substitute your education for the required experience in order to qualify. This is an Army Acquisition, Technology, and Logistics (AT&L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position. Incumbent must obtain a Contracting Officer's Warrant at a locally specified purchase threshold within 12 months of initial start date. The DoD is adopting a single level of certification with foundational training and an examination (DoD Contracting Professional Certification Program). You must obtain this certification within 36 months.
