Description
The Survivability Assurance Office requires an experienced engineer familiar with Space systems acquisitions to provide direct support for a major program Contracting Officer Technical Representative (COTR). Technical depth and experience, especially with NRO contracts and processes, is required in a variety of fields for acquisitions. Provide primary support, as required, to the program COTR. Job Duties:
Analyze performance, cost and schedule metrics
- review for accuracy, reasonableness and achievability.
Assist the COTR in identifying, tracking, evaluating and mitigating program technical, financial and schedule risks - participate in the contractor risk management process.
Establish and/or maintain processes to track and report progress on the accomplishment of all contract actions.
Establish and maintain processes to track and report progress on the review and approval of contractor submitted Contract Data Requirements List (CDRL) items.
Establish and maintain Government Estimate at Complete (GEAC) inputs.
Collect, evaluate, edit and organize award fee inputs from all sources for review and action by the COTR.
Work closely with the prime contractor and subcontractors to help ensure that program objectives are achieved within stringent cost, schedule, and technical performance requirements.
Review complex technical design documentation and provide formal and informal feedback to the COTR and other customer personnel.
Perform technical evaluations of contractor Engineering Change Proposals and document draft negotiating positions for COTR approval.
Attend SPO meetings as appropriate at the request of the COTR.
Provide formal and informal feedback to the COTR on all aspects of program status.

Qualifications
Requirements:
Bachelors degree and 14+ yrs experience or Masters degree and 12+ yrs experience or PhD and 9+ yrs experience.
Active TS/SCI clearance with polygraph
Prior experience as a COTR for the acquisition of a major space system is desired. Candidate must understand acquisitions planning, award fees, acquisitions strategy, engineering change request process, etc.
Proactive ability to identify problems & issues and identify, coordinate, and implement COAs
Familiarity with NRO D&O a must
