Project ManagerLocation: Pierre, SD Duration: 2.5 YearsMinimum Qualifications:Have at least 2 years' project management experience with the implementation of an eligibility and enrollment system, with preference being for South Dakota-specific experienceHave at least 2 years' experience successfully managing large scale information system implementation projectsExperience with information technology projects and procurement management including managing comprehensive project plans, large complex multi-year systems development projects (full project lifecycle), disciplined change control management, knowledge of ACA compliant Medicaid Eligibility & Enrollment and Medicaid Management Information System (MMIS) environments, and general knowledge of applicable federal legislation including ACAHave knowledge and experience with legacy Eligibility and Enrollment Systems.Have experience and knowledge of the CMS Medicaid Eligibility and Enrollment Toolkit (MEET)Have experience establishing a project management system and managing both technical and business teamsAbility to maintain working relationships with vendor and state technical, project, and management staffProject Management Professional (PMP)certificationResponsibilities:Lead the Project Management Office (PMO) for the Medicaid and CHIP Eligibility and Enrollment System ImplementationManage budget and schedule and perform management activities related to Design, Development and Implementation (DDI), Independent Verification and Validation (IV&V), and testing of entire project team (i.e. E&E vendor staff, IV&V staff, DSS staff, BIT staff, and other contractual staff).Managed project risks, issues, and schedule and keep management advised of project statusAttend status meetings with the E&E system and IV&V vendorsReview vendor deliverables and provide comments and recommendation to approve or request changes for each deliverableLead and direct the preparation of any required documentation for the Medicaid Eligibility and Enrollment Life Cycle (MEELC) review by CMS;Lead and direct the preparation of any required Advanced Planning Documents (APDs) associated with the project including existing APD updatesParticipate in requirements validation, system configuration and design sessions at the request of EAParticipate in CMS/IV&V Vendor reviewsCommunicate with internal and external stakeholdersOther duties related to implementation as assigned by the EA Division Director or delegated representative, as needed
