Assists the Construction Inspector with streets and drainage inspections and the CIP Inspector with various inspections on an as-needed basis.Essential Job FunctionsConducts on-site utility inspections of capital and public improvement projects.Verifies proper installation and that proper materials and construction methods are in accordance with contract and City specifications, documents, and requirements.Performs civil improvement inspections for compliance with City codes and ordinances.Monitors use of water for loading and flushing lines, monitors and performs pressure tests, manhole vacuum testing, and sewer main CCTV testing, and verifies samples taken for bac t testing,Resolves conflicts between contractors, owners, and other participants within scope of authority.Investigates and answers citizen's requests and/or complaints.Coordinates and schedules construction activities with utility companies, property owners, and other City departments.Maintains records and logs and prepares reports on each construction project.Schedules testing with lab and contractors.Reviews pay requests, change orders, and field changes.Performs all other duties as assigned.Education and ExperienceHigh school diploma or GED equivalent is required.One (1) years' experience in water/wastewater, storm water protection, construction safety and practices, or an equivalent amount of education and experience.Experience in utility municipal inspection preferred.Knowledge, Skills, and AbilitiesA comprehensive, practical knowledge of utility construction trades with use of analytical judgment and decision-making abilities appropriate to the work environment of the organization.Knowledge of engineering construction terms.Knowledge of and ability to correctly interpret, explain, and apply laws, rules, operations, practices, procedures, regulations, and policies.Knowledge, skill, and ability to utilize telephone, fax machines, computers, and applicable software daily including, but not limited to, Microsoft Office, Microsoft Outlook, Web RMS, Laserfiche, Tyler Munis, CAD, and other required software/applications.Advanced ability to read a variety of materials and deal with system of real numbers, practical application of fractions, percentages, ratios/proportions, and measurement and to write reports, prepare business letters, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.Ability to read and interpret engineering plans and specifications.Ability to compile engineering data from a variety of sources.Ability to identify defects and hazards associated with construction projects.Advanced ability to be organized and have efficient management of time and deadlines.Ability to review pay requests when billing invoices are presented for payment.Ability to regularly interact with others and exchange and receive information, enforcing compliance and providing effective and tactful customer service, and work independently with a high level of discretion.Advanced ability to interact with people in a professional and congenial manner.Ability to follow instructions, safety practices, and perform work accurately and thoroughly which requires performing multiple tasks simultaneously under time pressures and deadlines.Ability to establish and maintain effective working relationships.Ability to be punctual and attend work regularly.Special RequirementsThis position is classified as a safety-sensitive position and is subject to random drug and alcohol testing during the course of employment.Licenses & CertificationsMust possess and maintain a valid driver's license with acceptable driving record as established by the City of Midlothian driving standards.TCEQ Water Class C (Distribution) and Wastewater Class C (Collections II) licenses is preferred.Work EnvironmentWork is performed in outdoor climates and a climate-controlled office environment. Frequent exposure to extreme/inclement weather conditions when performing inspections. Physical demands require moderate lifting (up to 50 lbs.), walking, standing, climbing, driving, carrying, stooping, kneeling, and reaching while making inspections. May be subject to various fumes, scaffolding, trenches, electrical hazards, loud noise, and heavy construction vehicles/equipment while on construction sites. Mobility within a field/construction environment required.
