There is potential for contactwith wild animals or wildlife conflicts. The job receives records andresponds to complaints through field inspections, investigations anddocumentation of code violations.The job requires attention to detail, ability to work independentlyexercising judgment and initiative, and knowledge of City ordinances.The job also requires excellent communication skills, goodorganizational and clerical skills, and the ability to write andmaintain detailed documentation on violations. The job requires theability to maintain a collaborative and cooperative working relationshipwith elected and appointed officials, other City employees, otherorganizations, and the general public.The work environment is an office and outdoor environment that includesexposure to adverse weather conditions. The job is exposed to wild anddomestic animals that may be injured or aggressive and includes thehazard of exposure to zoonotic diseases, including rabies. The OrdinanceEnforcement Officer may be faced with angry persons and/or confrontationsituations. The noise level is generally moderate.**ESSENTIAL DUTIES AND RESPONSIBILITIES** Administers and enforces City codes and ordinances including, butnot limited to, zoning, housing, land use, signs, noise, publicsafety, sanitation, property maintenance, nuisance violations,animal control and care ordinances and parking ordinances. Receivesrecords and responds to complaints performing field inspections anddocumenting code violations. Prepares and maintains case files onviolations including written reports, photos, documents, research,letters and notifications, personal contacts, enforcement actions,and related information. Enforces parking ordinances by issuingtickets and booting vehicles. Enters tickets and other enforcementactions in centralized computer system. Brings property intocompliance through education, abatement, and civil or criminalprosecution, as needed. Performs re-inspections to ensure continuingcompliance. Performs enforcement activities, including issuingcitations, impoundment and other incident responses. Performs investigations to determine land ownership, actual and/orpermitted use, occupation, zoning, and related factors. Preparescases for civil and/or criminal adjudication. Attends court andtestifies on violations, as needed. Maintains records anddocumentation, case files, and database of inspections,re-inspections, complaints, violations, enforcement, affidavits,compliance, and related enforcement actions. Answers questions and provides information to educate the public onCity codes, regulations, and ordinances. Prepares and distributesinformation to the public and media on code and enforcement issues. Maintains confidentiality and security of information and records. Authorizes euthanasia and euthanizes animals following Shelterpolicies and procedures. Operators incinerator as needed. Records information and prepares detailed police reports andinvestigative findings with clearly organized thoughts, using propersentence construction, punctuation and grammar. Impartiallyaddresses violations, applying independent judgment anddecision-making. Works with minimal supervision to discharge a largecaseload by organizing and prioritizing daily activities. Performs other duties as assigned. Nothing in this job descriptionrestricts management\'s right to assign or reassign duties andresponsibilities to this position at any time.**ACCEPTABLE EXPERIENCE, TRAINING, LICENSES AND/OR CERTIFICATIONS** High school diploma or GED required; Associates or Bachelors degree in criminology, criminal justice, ora related field is preferred; Idaho state drivers license required; Successful completion of Police Department background check, CVSAand drug screening is required; One (1) to two (2) years experience in public contact work of aninvestigative or enforcement nature.An equivalent combination of education and experience that provides theRequired Skills, Knowledge And Abilities To Successfully Perform Theessential functions of the position may be considered.\*Hiring Note: This position requires a Euthanasia techniciancertification within six (6) months of hire.
