This role isresponsible for ensuring the reliability, scalability, and strategic evolutionof data systems critical to NCDEQ’s mission of providing science-basedenvironmental stewardship for the health and prosperity of all NorthCarolinians.The System Specialist - Expert serves as a senior technicalauthority and works independently while providing guidance to peers andcross-functional teams. This role requires deep technical expertise, stronganalytical skills, and extensive experience supporting complex systems,development platforms, and data-centric applications.ResponsibilitiesTechnical Leadership & Strategic Guidance- Provideexpert-level leadership in the design, support, and optimization of dataplatforms, system architectures, and business applications across NCDEQ.- Guideteams on best practices for system usage, maintenance, performance tuning,and lifecycle management.- Serveas a primary technical advisor to leadership, product teams, and programowners on system-related impacts and opportunities.Application & Systems Expertise- Demonstrateadvanced understanding of system architecture and application developmentprinciples, enabling effective support of specialized systems used acrossthe Data Office.- Evaluatesystem requirements, integration points, and architectural dependencies toensure stable and secure operations.- Leadcomplex troubleshooting efforts, diagnosing systemic issues andimplementing sustainable solutions.Development, Analysis & Implementation- Performend‑to‑end analysis, design, and implementation of system enhancements,data workflows, and platform improvements.- Conductdata analysis, system performance evaluation, and configuration tuning tosupport Data Office initiatives.- Developand maintain comprehensive technical and user documentation.- Overseetesting, validation, and deployment of system changes, ensuring alignmentwith agency standards and governance requirements.- Supportbusiness process modernization and data transformation projects,collaborating with program areas and IT partners.System Support & Continuous Improvement- Leadproduction support efforts for critical systems and applications,including incident resolution and root‑cause analysis.- Implementmonitoring, quality assurance practices, and continuous improvements toenhance system reliability and usability.- Contributeto data governance, security reviews, and compliance requirements forenterprise data systems.Expected Skills & Competencies- Demonstratedability to work independently without supervision while leading complextechnical initiatives.- Provenleadership skills and ability to mentor and guide technical staff.- Expertisewith enterprise-scale data systems, development platforms, and technicalarchitecture.- Stronganalytical, diagnostic, and problem‑solving capabilities.- Advancedknowledge of system development lifecycles, modern architecture patterns,and data integration methodologies.- Excellentcommunication skills, with the ability to translate complex technicalconcepts for diverse audiences.- Extensiveindustry experience and/or advanced education in information systems,computer science, data engineering, or a related field.Required/Desired Skills Skill Required/Desired Amount of Experience Experienced in working in multiple projects simultaneously Desired 10.0 Years Experience in MySQL, and SQL Server, as well as desktop-based applications such as MS Access and MS Excel.
