Join Our TeamWe are seeking an experienced Program Manager to serve as the primary contractor representative and single point of accountability for a public health technology program supporting a federal health agency. This leadership position offers the opportunity to direct agile development, operations, and modernization of a case-based disease surveillance platform that state, tribal, local, and territorial (STLT) health departments rely on nationwide.About This RoleAs Program Manager, you serve as the single point of accountability for the program and the contractor's authorized interface with the federal customer's contracting and product leadership. You direct delivery across help desk, DevSecOps, quality assurance, development, case notification, and migration workstreams, and you hold final contractor authority for release prioritization and go/no-go decisions. You lead a multi-team organization spanning software engineering, platform operations, user support, and public health informatics.What You'll DoLead program governanceProvide governance, planning, coordination, and decision-making oversight across all contractor teams and workstreamsEstablish and execute the Program Management Plan covering delivery approach, roles, communications, risk, and quality managementServe as final authority for release prioritization, sequencing, and go/no-go decisions across teamsRepresent the contractor in customer governance meetings and own the relationship with contracting and product leadershipRun the agile machineFacilitate sprint planning, backlog refinement, execution check-ins, sprint reviews, and retrospectives across multiple Scrum teamsDevelop and maintain the integrated release plan and release calendar, coordinating scope, schedule, dependencies, environments, approvals, and communicationsIdentify cross-team dependencies before sprint commitment and manage them through to resolutionCoordinate release communications: release notes packaging, user-facing advisories, and internal change notificationsOwn performance and reportingManage program cost performance: labor planning, burn rate monitoring, forecast-to-complete, and early warning on cost riskProduce, quality-check, and deliver all contractual reports and deliverables on schedule, including monthly status reports, staff rosters, and earned value reportingOperate the risk, issue, and opportunity register with defined review cadence and escalation of high and critical items within one business dayMaintain staffing plans with designated backups for key roles, continuity coverage, and surge planningYour day to dayRun the weekly execution review and monthly stakeholder governance review with agendas, notes, and action itemsChair release readiness reviews with documented entry and exit criteria and go/no-go decisionsTrack release risks and blockers daily during active release windowsReview team delivery metrics (throughput, velocity trends, spillover) and use them to improve predictabilityDeliver the monthly reporting package by the 10th calendar day of each monthField escalations from workstream leads and clear impediments the teams cannot clear themselvesWhat You BringBachelor's degree and at least 10 years of relevant program or project management experience Experience managing agile software delivery programs for federal civilian agencies under firm-fixed-price termsDemonstrated authority-holding roles: release decisions, budget accountability, government-facing leadershipExperience directing multi-team delivery organizations of 30 or more staffPreferredPMP or equivalent certification; agile certifications (CSM, SAFe) a plusExperience with public health, health IT, or scientific mission programsExperience leading incumbent-capture transitions and multi-vendor coordinationEarned value management reporting experienceLogistics and ClassificationLocation: remote (contractor facility), with core-hours availability 8:00 AM to 4:30 PM ETOccasional domestic travel to client and stakeholder sitesAll personnel must be able to obtain a federal background investigation commensurate with position sensitivity and a PIV credential.
