Hybrid/Onsite – Washington, DC AreaOnsite Requirement: Minimum 75% onsite presence required; preference for 100% onsiteEmployment Type: Full-Time / Contract (Based on Engagement Structure)Position SummaryThe National Credit Union Administration (NCUA) is seeking a senior-level HR Transformation Program Lead / Chief of Staff to oversee and coordinate enterprise-wide Human Capital modernization initiatives associated with "HR 2.0." This individual will serve as a strategic operational leader responsible for managing complex, cross-functional HR transformation projects impacting core Human Capital Management operations and systems.This role is not intended to function as a hands-on HRIT technical resource; rather, the organization seeks an experienced executive-level HR operations leader with sufficient systems migration and integration knowledge to guide implementation efforts, manage dependencies, drive accountability, and ensure successful execution across multiple concurrent initiatives.The selected individual will partner closely with executive leadership, including the CHCO, Executive Director and Deputy, Office and Regional Directors, as well as stakeholders across OHR, OCFO, OPM, and other functional business areas. The ideal candidate will possess extensive federal HR leadership experience and demonstrated success leading large-scale organizational transformation efforts within highly regulated government environments.Key ResponsibilitiesHR Transformation & Program LeadershipLead and oversee enterprise Human Capital modernization initiatives tied to HR 2.0 implementation efforts.Coordinate multiple cross-functional projects simultaneously, ensuring alignment with organizational priorities, timelines, and strategic objectives.Manage interdependencies across HR operational areas, vendors, system owners, and external agencies, including OPM.Monitor implementation schedules, milestones, risks, and deliverables to ensure successful project execution.Facilitate executive-level discussions and provide strategic guidance on modernization planning, implementation sequencing, and operational impacts.Strategic Operations & Stakeholder ManagementServe as a strategic advisor and operational liaison between executive leadership and functional HR teams.Engage regularly with senior federal leadership, including the CHCO, Executive Director, Deputy Executive Director, Office Directors, and Regional Directors.Coordinate with OHR functional leads, OCFO, OPM, and other stakeholders to ensure communication, alignment, and issue resolution.Provide governance support, status reporting, executive briefings, and recommendations to leadership regarding project progress and operational readiness.Drive accountability across teams to ensure deadlines, deliverables, and modernization objectives are achieved.Human Capital Systems Modernization OversightSupport modernization efforts impacting key Human Capital Management functions, including:Personnel action processingEmployee systems of recordPosition managementWorkforce analytics and reportingTime and attendance systemsLearning Management Systems (LMS)Oversee phased implementation activities, including concurrent workstreams where applicable.Ensure operational continuity and risk mitigation throughout migration and integration efforts.Collaborate with technical and HRIT teams to ensure business requirements and operational objectives are appropriately represented.Required QualificationsFederal HR Executive Leadership ExperiencePrior experience serving in a GS-15 or SES-level federal leadership position required.Extensive experience leading Human Resources operations within a federal government environment.Demonstrated ability to operate effectively within highly visible executive and stakeholder environments.Program & Transformation ManagementProven experience leading large-scale HR transformation, modernization, or organizational change initiatives.Strong understanding of Human Capital Management functions, HR operations, and federal workforce processes.Experience overseeing complex project portfolios involving system migrations, integrations, or enterprise implementations.Ability to identify risks, manage dependencies, and drive projects to completion within established timelines.Communication & Executive PresenceExceptional executive communication and stakeholder engagement skills.Strong facilitation, organizational leadership, and consensus-building abilities.Ability to navigate ambiguity, influence cross-functional teams, and manage competing priorities in fast-paced environments.Preferred QualificationsExperience coordinating with the Office of Personnel Management (OPM) on federal HR modernization initiatives.Familiarity with federal HR systems, workforce analytics platforms, and Human Capital technology environments.Experience supporting enterprise operational transformation efforts within regulatory or financial oversight agencies.PMP, Prosci, or related project/program management certifications preferred.Work EnvironmentHighly collaborative federal leadership environment with significant executive interaction.Role requires substantial onsite presence to support executive coordination, stakeholder engagement, and operational oversight.Minimal remote flexibility due to the strategic and highly visible nature of the position.
