The selected vendor will provide advisory support across three key workstreams: policy and regulatory analysis, workflow and process redesign, and workshops with metrics-driven improvement. The engagement is milestone-based and requires strong governance, quality assurance, and delivery oversight. Mandatory Requirement Minimum 15+ years of total professional experience with: 7+ years in senior leadership roles such as Director, Deputy Director, Program Executive, or senior advisory positions within government or public-sector environments Extensive experience in human services, public-benefits administration, or large-scale government program operations Demonstrated senior-level experience with: SNAP, eligibility programs, program integrity, quality control, or related human services domains Reviewing and advising on policy, operations, and program performance improvements Proven ability to review and validate executive-level deliverables, including reports, findings, and recommendation packages Experience advising executive stakeholders in government settings, including providing strategic guidance and challenging recommendations when necessary Demonstrated experience supporting or overseeing high-visibility initiatives with strict timelines and formal acceptance criteria bility to provide independent, objective quality review, ensuring recommendations are practical, compliant, and aligned with program goals Must not be: n active delivery manager creating role overlap with the Engagement Lead n academic or theoretical expert without operational leadership experience generic reviewer without direct public-benefits or human services background Job Description Serve as an independent executive-level advisor and quality reviewer, providing oversight across all project deliverables and ensuring alignment with program objectives and stakeholder expectations Conduct targeted reviews of key deliverables across all milestones, including: Policy analysis findings and recommendations Process improvement outputs (As-Is / To-Be models) Workshop summaries and strategic insights Provide executive-level feedback and challenge, ensuring: Recommendations are practical, implementable, and aligned with real-world operational constraints Outputs reflect strong understanding of SNAP policy, compliance, and program integrity expectations Support quality assurance efforts, validating that deliverables meet the standards required for acceptance by ADES Offer strategic guidance to the Engagement Lead and team, particularly during: Milestone packaging Deliverable refinement cycles Response to client feedback or identified deficiencies Ensure alignment between policy recommendations, operational improvements, and organizational realities, helping strengthen overall solution credibility Participate on a limited, as-needed basis, typically focused on key review points rather than day-to-day execution Provide rapid turnaround review and feedback, especially during tight submission timelines or revision cycles Skill set info Deep expertise in human services program leadership, including SNAP or similar public-benefits programs Strong understanding of policy, operations, quality control, and program integrity within government environments Proven ability to evaluate strategic recommendations and advisory deliverables, ensuring both compliance and practicality Experience providing executive-level advisory support, including influencing decision-making and guiding corrective actions Strong judgment and critical thinking skills, with ability to identify gaps, risks, and weaknesses in proposed solutions Familiarity with state government operations, stakeholder dynamics, and implementation constraints bility to work independently and provide objective, high-value input without direct involvement in daily delivery Strong communication skills, particularly in providing concise, high-impact feedback to senior stakeholders and delivery teams Preferred experience includes: Former state SNAP director, deputy director, eligibility administrator, or program integrity leader Senior consulting partner or principal with direct public-benefits experience Experience working with Arizona or similar state agencies Education Bachelor's degree required in Public Administration, Public Policy, Business, Social Work, Government, or a related field dvanced degree such as MPA, MPP, MBA, or similar preferred Certifications (if required) N/ Documentation Required for submission Resume & References Work Hours General Work authorization required US Citizen & GC Relocation is accepted N/ Remote work Yes dditional Notes if any Hybrid By applying for this job, you agree to receive calls, AI-generated calls, text messages, or emails from and its affiliates, and contracted partners.
