with School Board260 /12 monthsPosition Purpose/SummaryThe Assistant Superintendent serves as a strategic partner to the Superintendent and a key member of the executive leadership team, responsible for leading agency-wide alignment, operational execution, and regional impact in service of the Local Service Plan and component districts.Essential Duties And ResponsibilitiesExecutive Leadership and Systems ManagementTo lead strategic and operational systems by:Providing executive leadership for programs and services aligned with the Local Service PlanServing as a member of the Superintendent's Cabinet and Executive Leadership TeamAdvising the Superintendent on operational, strategic, and organizational mattersActs on behalf of the Superintendent in internal and external settings, including representing the agency, making decisions, and ensuring continuity of leadership in the Superintendent's absenceDirecting and overseeing assigned departments and service areas, which may include: Regional Services and School Improvement; Operational Systems (e.g., technology, facilities, and infrastructure); and Student Support and Access Programs (e.g., homeschool/truancy, Title programs)Ensures coherence across assigned service areas, aligning priorities, resources, and service delivery to maximize impact for component districtsEstablishing clear expectations, supervising staff, and evaluating performanceSupporting recruitment, selection, onboarding, and professional development of assigned staffSupporting development of leadership capacity and succession planning within assigned departmentsEnsuring alignment and coordination of services across departments and programsSupporting implementation of agency goals, priorities, and strategic initiativesParticipating in strategic planning and continuous improvement effortsPartner Engagement and Intergovernmental RelationsTo engage partners and facilitate collaboration by:Representing the Superintendent and agency in regional, state, interagency, and external meetings and collaborative effortsBuilds and maintains strong, trust-based relationships with component district superintendents, aligning agency services to meet diverse district needs and regional prioritiesRepresents the agency in regional partnerships and collaboratives, navigating varying interests to advance shared outcomes for students and communitiesConnects district needs with agency services and external partners to ensure coherent, responsive regional supportMaintaining effective working relationships with component school districts, the Oregon Department of Education, staff, and community partnersFacilitating cross-departmental coordination and integrated planning effortsParticipating in committees, task forces, and workgroups as assignedCommunicating with internal and external partners regarding programs, services, and initiativesPreparing and delivering executive briefs, presentations, and updates to the Board, Superintendent, leadership team, and external partnersResponding to Board inquiries and supporting implementation of Board direction as assignedPolicy Implementation, Compliance, and Fiscal StewardshipTo ensure policy compliance, fiscal accountability, and responsible stewardship by:Interpreting and implementing Board policies, administrative rules, and applicable state and federal requirementsApplies professional judgment in interpreting policy, balancing compliance requirements with operational realities and the needs of component districtsEnsuring agency programs and practices comply with legal, regulatory, and administrative requirementsOverseeing assigned budgets, grants, and fiscal operations, ensuring strategic and compliant use of resources aligned with agency prioritiesEffective stewardship of public funds and resourcesMaintaining systems of accountability for assigned programs and servicesEnsures alignment of agency operations with Board governance expectations and supports implementation of Board directionPromotes transparency and clarity in fiscal and programmatic decisions with internal and external partners Data Analysis and Continuous Improvement To use data and lead continuous improvement by:Using data to evaluate program effectiveness and inform decision-makingSupporting the development and use of program evaluation systems to assess outcomes and effectivenessMonitoring and supporting continuous improvement processes across the agencyUsing data-informed analysis to support planning, alignment, and improvement effortsEquity organizationQualifications And RequirementsEducation and Licensure Master's degree in Education, Educational Leadership, or related field requiredValid Oregon Professional Administrator License issued by the Teacher Standards and Practices Commission (TSPC), or eligibility to obtain licensure, requiredExperienceMinimum of seven (7) years of experience in education, including instructional or related service rolesMinimum of five (5) years of progressively responsible administrative or supervisory leadership experience in an educational settingExperience within an Education Service District or multi-district system preferredExperience in Special Education administration or leadership preferredAny equivalent combination of education and experience that provides the required knowledge, skills, and abilities may be consideredKnowledge, Skills, And AbilitiesKnowledge of Oregon educational systems, Education Service District operations, and Local Service Plan structuresKnowledge of state and federal education laws, rules, and compliance requirementsAbility to lead complex, multi-departmental organizational systemsAbility to build and maintain effective working relationships with diverse internal and external partnersAbility to analyze and use data to inform decision-making and continuous improvementAbility to communicate effectively in written, verbal, and presentation
