Job Title: Senior .NET Full Stack Software Location: Miami, FL Onsite Duration: 6 Months Agency / Department: Miami-Dade County Information Technology Department (ITD) Position Overview: The Miami-Dade County Information Technology Department (ITD) is seeking a Programmer / Application Developer to support the modernization of legacy systems and the integration of critical business workflows into the Countys GoldKey platform. The consultant will play a key role in ensuring data integrity, optimizing workflow efficiency, and enhancing compliance with environmental and permitting regulations. Key Responsibilities: Transition legacy systems (PEN, MS Access, Mainframe) into the GoldKey platform while ensuring data validation and integrity. Embed Impervious Surface Reviews into Paving & Drainage workflows to improve the Building Permit process. Implement automated workload assignment features to streamline departmental operations. Support compliance with impervious surface review regulations, environmental and historical preservation requirements, and municipal Sewer Extension permits. Collaborate with cross-functional teams, including county analysts and vendors, to deliver robust and scalable application solutions. Contribute to the design, development, and maintenance of web and Windows applications using modern frameworks and standards. Required Skills and Qualifications: C# / .NET: Proficient in object-oriented programming, debugging, and writing clean, maintainable code within the .NET framework. JavaScript & jQuery: Strong understanding of core JavaScript, DOM manipulation, asynchronous programming, and AJAX for dynamic web functionality. Oracle & SQL: Expertise in PL/SQL, query optimization, stored procedures, and database normalization for structured data management. MVC Framework: Ability to implement MVC architecture, routing, and security best practices to enhance development efficiency. Windows & Web Services: Experience with Windows application development, RESTful/SOAP APIs, and secure authentication mechanisms. SSIS & SSRS: Deep understanding of ETL processes, performance tuning, and report design/deployment for effective data transformation and visualization. Large-Scale Systems Experience: Proven ability to modernize and integrate multiple enterprise applications supporting county-wide permitting and review processes. Project & Process Automation: Skilled in developing automated workflows, online submissions, tracking, invoicing, payments, and ECM integrations. Communication & Collaboration: Strong attention to detail, excellent written and verbal communication skills, and the ability to work effectively with diverse teams. Preferred Experience: Prior experience working with government agencies or organizations managing large-scale data migrations and system integrations.
