We do this by aligning the voice of our small business members with advocacy for change in federal policy that will make the government market more accessible to small businesses and the commercial technology ecosystem.The Channel's founding Technical Board Members include former government leaders and IT executives passionate about bringing best-of-breed technology to the government.We are seeking a skilled and experienced Program Manager to join our team!Program Leadership & OversightLead and manage programs supporting the acquisition, modernization, sustainment, and integration of AMO aviation and maritime systemsServe as the primary point of contact for government stakeholders, ensuring effective communication and program executionDevelop and implement program management plans, schedules, budgets, and performance metricsEnsure compliance with federal regulations, policies, and CBP standardsEngineering & Technical Support CoordinationOversee engineering and technical support for aircraft systems, including radars, sensors, and C4I systems (Command, Control, Communications, Computers, and Intelligence)Coordinate efforts to ensure airworthiness, system performance, and lifecycle sustainment of aviation assetsSupport modernization initiatives and integration of emerging technologiesRequirements DevelopmentLead the analysis, development, and documentation of operational and technical requirementsCollaborate with stakeholders to translate mission needs into actionable program requirementsEnsure traceability and alignment of requirements throughout the program lifecycleAircraft Maintenance SupportProvide oversight of contractor support for aircraft maintenance activities, including heavy maintenance and depot-level operationsEnsure maintenance programs meet operational readiness, safety, and compliance standardsMonitor performance metrics related to fleet availability and reliabilityStrategic Planning & ExecutionAlign program activities with AMO’s strategic objectives and mission prioritiesIdentify risks and develop mitigation strategies to ensure successful program deliveryDrive continuous improvement initiatives and best practices across program operationsRequired QualificationsBachelor’s degree in Engineering, Aviation Management, Program Management, or related field (Master’s preferred)Minimum of 8–12 years of experience in program management, preferably supporting federal agencies or defense programsExperience with aviation systems, maritime operations, or law enforcement support environmentsStrong knowledge of systems engineering, lifecycle management, and maintenance operationsProven ability to manage complex, multi-disciplinary programsTop Secret (or ability to obtain and maintain). Employment requires a favorable CBPPMP (Project Management Professional) or equivalent certificationBackground Investigation while Top Secret Clearance is pending.Preferred QualificationsExperience supporting DHS or CBP programs, particularly within Air and Marine OperationsFamiliarity with aviation maintenance and airworthiness standardsKnowledge of C4I systems, sensors, and surveillance technologiesPosition is contingent upon award.Work Location: Washington, DCTo know more about the company, visit Stahl Companies (stahlusa.us)Department FTS Employment Type Contract / Temp Location FTS-DHS-CBP-252854-WA Workplace type OnsiteKey ResponsibilitiesThe Program Manager will lead and oversee all aspects of program execution in support of U.S. Customs and Border Protection Air and Marine Operations (AMO), including managing the acquisition, modernization, and sustainment of aviation and maritime systems. Responsibilities include coordinating engineering and technical support for aircraft, sensors, radars, and C4I systems; ensuring airworthiness, system performance, and lifecycle management; and guiding the development and documentation of operational and technical requirements. The role also involves overseeing contractor support for aircraft maintenance, including depot-level and heavy maintenance activities, to ensure fleet readiness and compliance with safety standards.
