OverviewPlease note that this position is contingent upon the successful award of a contract currently under bid.Goldbelt Government Services, LLC, an Alaska Native Corporation, offers an experienced and effective team providing high quality staff augmentation, administrative management, project/program management, and education and training services to all federal agencies.SummaryThe Quality Control Manager (QCM) is responsible for developing, implementing, and maintaining the Contractor's Quality Control (QC) program in support of Enterprise Health Unit Services (EHUS) across all FLETC locations. Serving as the central authority for quality assurance and performance management, the QCM ensures all services are delivered in strict compliance with the Performance Work Statement (PWS), Quality Assurance Surveillance Plan (QASP), and Performance Requirements Summary (PRS). The QCM provides independent oversight of clinical and operational performance, identifies trends and deficiencies, and implements corrective actions to ensure continuous improvement and adherence to acceptable quality levels (AQLs). This role interfaces directly with Government stakeholders, including the Contracting Officer (CO) and Contracting Officer's Representative (COR), and ensures all reporting, inspections, and corrective actions are executed in accordance with contract requirements and timelines.ResponsibilitiesEssential Job Functions:Quality Control Program ManagementDevelop, implement, and maintain the Contractor's Quality Control (QC) Plan in compliance with contract requirementsEnsure alignment between QC program and Government QASP surveillance methods and PRS performance standardsEstablish measurable quality objectives, inspection protocols, and reporting mechanismsPerformance Monitoring and EvaluationConduct routine and random inspections of clinical and operational services across all sitesMonitor contractor performance against AQL thresholds and PRS metrics, ensuring compliance with contract standardsMaintain detailed documentation of inspections, findings, and performance trendsDeficiency Identification and Corrective ActionIdentify performance deficiencies through audits, inspections, and data analysisPerform root cause analysis and develop corrective action plansTrack corrective actions through completion and validate effectivenessCoordinate with site leadership to ensure timely resolution of deficienciesReporting and DocumentationPrepare and submit required quality and performance reports, including:Monthly and periodic quality reportsInspection logs and audit documentationSupport documentation for Contract Discrepancy Reports (CDRs)Ensure all reports are accurate, complete, and submitted within required timelinesGovernment Interface and Compliance SupportServe as the primary quality assurance liaison to the CO, COR, and Medical Liaison Officer (MLO)Support Government-led inspections, audits, and performance reviewsProvide data, analysis, and documentation to support Government surveillance activitiesMulti-Site Oversight and CoordinationOversee quality control activities across all FLETC locations (Glynco, Artesia, Charleston, Cheltenham)Conduct site visits and coordinate with Clinic Managers and staff to ensure consistent quality standardsStandardize processes and ensure uniform implementation of QC procedures across all sitesTraining and Continuous ImprovementProvide training and guidance to staff on quality standards, procedures, and compliance requirementsPromote a culture of continuous improvement and accountabilityIdentify opportunities to enhance efficiency, reduce risk, and improve service delivery outcomesRisk Management and Compliance AssuranceIdentify operational and clinical risks and implement mitigation strategiesEnsure compliance with all applicable regulatory, contractual, and accreditation requirementsMonitor trends and proactively address potential performance issues before escalationQualificationsNecessary Skills and Knowledge:Formal training or demonstrated knowledge in: Healthcare quality assurance and performance improvementPerformance-based service contracts and federal acquisition environmentsOccupational health and clinical service delivery systemsFamiliarity with regulatory and compliance frameworks including: OSHA, HIPAA, and healthcare accreditation standardsMedical credentialing and privileging processesFederal quality assurance methodologies (e.g., OFPP guidance, QASP structures)Minimum QualificationsBachelor's degree in Healthcare Administration, Nursing, Public Health, Quality Management, or a related field (Master's degree preferred)Clinical background strongly preferred (e.g., Registered Nurse, Nurse Practitioner, Physician Assistant, or other licensed healthcare professional)Active and unrestricted clinical license (if applicable), such as: Registered Nurse (RN), Nurse Practitioner (NP), or equivalent (preferred)Basic Life Support (BLS) certification (required if clinically credentialed)Quality-related certifications highly desirable, such as: Certified Professional in Healthcare Quality (CPHQ)Six Sigma (Green Belt or higher)Lean Healthcare CertificationPreferred QualificationsKnowledge of healthcare compliance and quality frameworks (e.g., Joint Commission standards) is preferredPay and BenefitsAt Goldbelt, we value and reward our team\'s dedication and hard work.
