CENTRAL DELTA COMMUNITY ACTION AGENCY JOB DESCRIPTION JOB TITLE: Finance Director LOCATION: Central Office 200 North Main Street, Rison, Arkansas 71665 SUPERVISOR: Executive Director CLASSIFICATION: Full Time, Exempt DESCRIPTION: The Finance Manager is a management position that assists the Executive Director with the development and execution of operational policies for the organization. The Finance Manager supervises the finance staff and ensures the Agency’s programmatic work is carried out in a manner consistent with its Mission and strategic plan. The Finance Manager works with program directors to ensure that the case managers are integrated into development efforts including fundraising opportunities and program strategies. The Finance Manager serves as a secondary liaison to the Board of Directors and assists in board communications and activities. KEY RESPONSIBILITIES: Provide strategic direction for accounting, budgeting, financial planning and reporting. Oversee grants management, cash flow, and funding compliance. Manage audits, procurement, and risk management. Supervise and enhance accounting software and systems to improve efficiency and accuracy. Ensure compliance with GAAP, government regulations, funding requirements, and agency policies. Promote strong fiscal stewardship and long-term financial sustainability. DUTIES: Prepare budgets and establish budget controls and prepare periodic financial statements and reports. Analyze and recommend all Agency budgets and necessary amendments to the Executive Director and Board of Directors. Protect and manage all Agency funds and assets to ensure compliance with all applicable laws and regulations regarding grants and contracts. Oversee cash disbursement while monitoring cash flow. Accounts payable for the Agency and all postings of checks. Work with Director of Human Resources and Administration to coordinate Agency benefits. Maintain Agency accounting software, including weekly backing up of the system. Verify payroll timesheets, staff mileage submissions, and leave amounts. Payroll checks or direct deposit and supporting reports, including FICA, SUTA, and Federal Tax submission. Manage accounting staff and duties in accordance with established accounting systems and Generally Accepted Accounting Principles. Ensure all general accounting duties are conducted efficiently and accurately, including bank reconciliation, purchase orders, budgeting, record management, accounts payable, and accounts receivable. Assist in the timely submission of all funding applications and contracts of the Agency. Assist in the preparation of tax returns for the Agency. Ensure audits are conducted in a timely manner and audit reports are submitted to the appropriate parties. Ensure audit recommendations are followed and findings are resolved. Develop and implement procedures consistent with Agency policies. Advise and consult with the Executive Director on proposed actions, regulations, funding requirements, and policy concerns that may affect the Agency, its programs, or operations. Provide direction and technical assistance to staff as needed. Delegate work assignments to ensure efficient and effective scheduling of assignments to staff in fulfilling the Mission and activities of the Agency. Serve as a spokesperson for the Agency under the direction of the Executive Director. Maintain good working relationships and communications with other Community Action Agencies, government agencies, and funding sources. SKILLS/QUALIFICATIONS: Formal equivalent of a bachelor’s degree in accounting, finance, business administration, or related field. Relevant and related work experience may be substituted. Five (5) years’ relevant experience in a finance or leadership role. Experience in finance administration for social service programs is preferred. Knowledge of and ability to perform the principles and practices of financial administration, management, and supervision in accordance with Generally Accepted Accounting Principles. Knowledge of accounting software and programs. Self-ability to manage one’s time efficiently to meet deadlines, problem-solve and be self- sufficient while working with little supervision, but with high ethical standards. Regular, reliable, and non-disruptive attendance is an essential job duty, as is the ability to create and maintain collegial, harmonious working relationships with others. An advanced skill set in word processing, communications, preparation of reports, data entry and other administrative skills. Excellent communication skills – written and verbal. Extremely organized and detail oriented, ability to prioritize projects, multi-task, strong problem- solving skills and good research skills. Proficiency in understanding protocol while communicating with colleagues, partners and leaders in the community. Skilled and proficient in spelling, word processing, filing, punctuation, and basic bookkeeping practices. Use of proper grammar and telephone etiquette. A dynamic, positive self-starter who can work autonomously. Ability to critically think and take initiative. Ability to handle multiple projects with the understanding of urgency in meeting deadlines. Ability to operate office machines and equipment. Knowledge of computer programs Microsoft Word, Outlook, Excel & PowerPoint, etc. Must possess a valid Arkansas driver’s license and automobile insurance.
