Job Description Role: Senior I&C Design Engineer / Project Manage(Full-Time)If you think you are the right match for the following opportunity, apply after reading the complete description.Location: Dallas, TX or Houston, TX Salary: (DOE)Position OverviewSeeking a Senior Instrumentation & Controls (I&C) Design Engineer / Project Manager to lead the design and delivery of control systems for water and wastewater treatment facilities.This role is responsible for both technical design leadership and project execution, managing projects from initial assessment through design, construction, and closeout. The ideal candidate has strong experience in SCADA and industrial control systems, along with the ability to manage scope, schedule, budget, and client relationships.Key Responsibilities· Lead I&C and SCADA design efforts for water and wastewater projects· Manage projects through the full lifecycle, including:o Site assessments and preliminary evaluationso Design (PER, 30%, 60%, 90%, IFC deliverables)o Bidding and construction support· Serve as primary point of contact for clients, ensuring clear communication and alignment· Manage scope, schedule, and budget for assigned projects· Coordinate with internal teams (electrical, civil, mechanical) to ensure integrated design· Review existing documentation, including P&IDs, system architecture, and electrical drawings· Develop and oversee production of:o Control narratives and system architecture diagramso P&IDs, loop diagrams, and installation detailso SCADA system design (PLC, HMI, networking)· Prepare and review technical memoranda and assessment reports· Oversee development of project specifications for instrumentation, SCADA systems, and communications networks· Lead QA/QC reviews and ensure high-quality deliverables· Review and respond to submittals, RFIs, and shop drawings during construction· Support OPCC development and quantity take-offs· Coordinate with owners, city reviewers, and prime consultants· Participate in and lead client meetings and presentations· Mentor and guide junior engineers and designersRequired Qualifications· 8+ years of experience in I&C or industrial control system design· Experience leading projects within a consulting engineering environment· Professional Engineer (PE) license (Texas or ability to obtain)· Strong experience with:o SCADA systems (PLC, HMI, I/O development) xaygatp o Industrial network design (fiber, radio, cellular, Ethernet)o P&IDs and control system documentation· Proven ability to manage project scope, schedule, and budget· Experience preparing and reviewing technical reports and design deliverables· Strong leadership, communication, and client management skillsPreferred Qualifications or Good to have: · Experience with water and wastewater treatment facilities· Familiarity with:o Cybersecurity and industrial network security designo Redundant network architectures and failover systemso Control panel design and VFD integration· Experience with AutoCAD and design coordination tools· Experience supporting FAT and SAT testing· Background working with public agencies or municipal clients
