Human Resources Manager (year-round)

North Cascades Institute seeks a qualified and enthusiasticindividual to manage the Institute's human resources functions. Thisposition is based at our Sedro Woolley administrative office, with acombination of in-office and remote work. The Human Resources Manageris responsible for providing a full range of human resource (HR)functions for the Institute, including: program and policydevelopment, recruitment and staffing, compensation, benefits,employee relations, performance management, position descriptions,personnel file management, training/development and safety. Theseprimary responsibilities are carried out in conjunction with theInstitute's strategic plan and operational goals, and in coordinationwith the leadership team. The HR Manager ensures that Institute humanresource functions are administered in accordance with federal, stateand local employment laws and regulations. Duties and Responsibilities Human Resources Leadership and Supervision Plan, develop and implement the Institute's human resourcesprograms and functions including employment and recruitment,compensation and benefits, employee relations, equal employmentopportunity, personnel file management, training, organizationaldevelopment and safety. Directly supervise the HR Coordinator position. Advise organization's leadership team on human resources policiesand procedures in accordance with governmental laws (federal, state,and local). Recommend and develop policies and procedures for theemployee handbook, intern handbook, and volunteer handbook. Responsible for maintaining the Institute's online HR Toolkit. Seek guidance and consultation from HR experts and attorneys ongovernmental laws and employment situations. Advise managers onproper interpretation of employment laws. Serve as employeerelations' advisor to staff. Maintain knowledge of federal, state, and local employment lawswhich may affect the Institute. Support equity initiative at NCI to become a welcoming andaccessible community for all.Perform other duties as assigned by theAssociate Director or Executive Director. Benefits Administration Maintain knowledge of existing medical, dental and lifeinsurance/disability contracts and work with the insurance brokerand senior management on plan renewals and establishing new benefitplans. Request insurance quotes and compare offerings to provide thebest and most cost effective insurance available. Monitor employees' participation in benefit options includinghealth, dental, life insurance and short/long-term disability, and retirement. Oversee the processing of employee health, dental, life anddisability insurance enrollment forms; work with service providerson coverage and processing issues. Work with accounting staff toresolve invoice payment discrepancies. Facilitate annual Open Enrollment season for employee medical anddental insurance coverage. Notify employees of plan changes andprovide information and guidance on plan coverage. Arrange andparticipate in annual employee health insurance meetings with ourinsurance providers and the insurance broker. Serve as an administrator for the HRA plan (health reimbursementarrangement). Track HRA disbursements and monitor accountingspreadsheets, coordinating with the finance staff to resolve anydiscrepancies. Complete annual nondiscrimination testing for the HRA plan. Oversee and/or prepare employee notifications regarding theireligibility for participating in the Institute's retirement andsupplemental annuity plans. Provide guidance to employees and answertheir questions about these plans. Respond to, and appeal when necessary, employee claims forworkers' compensation, unemployment insurance and other mandatedstate programs. Maintain records in compliance with state andfederal requirements. Respond to employee life insurance and short/long term disabilityinsurance claims and provide necessary documentation to theinsurance providers. Provide information and guidance to employeeson how to file claims. HR Records and Payroll System Serve as an administrator for the online HR/payroll system. Createuser instruction guides for staff members. Consult with systemrepresentatives to resolve processing problems or request system changes. Enter and/or monitor the entry of data by others of employmentrecords in Paylocity; create reports from the database.Oversee theprocessing of appointment, promotion, transfer, furlough andtermination actions and paperwork, working closely with Financestaff to coordinate payroll actions. Ensure the proper maintenance of employment records in the HRoffice, including employee files, staff investigation reports, andbenefit plans. Manage staff contact information in Salesforce. Recruitment and Hiring Serve as an administrator of the Web ATS system (applicanttracking system). Develop instruction guides for supervisors andpresent in-house training. Consult with system representatives toresolve processing problems or request system changes. Review and edit job announcements submitted by hiring managers.Post and/or oversee the posting of jobs to the Institute's websiteand external job boards and newspapers. Monitor advertising costs. Review the preparation of new hire offer letters and form packetsfor employees. Update forms as needed. Conduct new employee orientations and assure completion of newhire documents. Review and process HR documents for employees, interns and volunteers. Position Classification and Pay Responsible for maintaining the job descriptions folder on Google Drive. Review, edit and finalize job descriptions. Review staff salary levels, obtain salary survey information andmake salary and pay rate recommendations to management. Make independent FLSA exempt/nonexempt overtime determinations. Change job description formats as needed. Employee/Labor Relations Advise employees on work issues (e.g., job classification, pay,benefits, work schedules, holidays), policies, procedures andbargaining agreements, referring complex matters to appropriatemanagement staff. Advise managers and supervisors on how to handle difficult workissues with their employees. Review workplace harassment and staff complaints and makerecommendations to management on how to resolve these situations. Conduct personnel investigations by interviewing witnesses andwriting investigative reports. Investigate and propose settlements of employee complaints and grievances. Collect information and data to assess cost and policyimplications of negotiations and disputes. This may includemanagement and union proposals, pay scales and wages, benefits,working conditions and other topics. Performance Management Coordinate annual performance review process. Track and reviewincoming performance evaluations. Develop Performance Improvement Plans for struggling employees andattend meetings with their supervisors as needed. Make recommendations to management on changes to the performancereview program and forms. Serve as an administrator of the Alliance 2020 online backgroundcheck system. Oversee the preparation of email notices and processing ofapplicant, intern and volunteer background checks. Arrange for fingerprinting of staff and processing criminalbackground checks through the WA State Patrol and the FBI. Notify the Associate Director of any issues identified inbackground check reports and make recommendations on next steps.Contact court systems as needed to obtain additional information onstaff and volunteers. The work of this position is performed in an office-like setting withextensive work at a computer workstation. Experience and Skills Required Qualifications Bachelor's degree in Human Resources, Business Administration or arelated field and three years of professional human resourceexperience; or equivalent combination of education and experience. Excellent verbal and written communication skills. Excellent interpersonal and conflict resolution skills, with theability to establish and maintain effective working relationshipswith individuals at all levels of the organization. Strong analytical, planning, and organization skills with greatattention to detail. Ability to supervise employees, prioritize tasks and to delegatethem when appropriate. Ability to act with integrity, professionalism, and confidentiality. Working knowledge of employment and labor laws. Proficient in Microsoft Office Suite (Word, Excel and Outlook) andthe ability to quickly learn the organization's HRIS and talentmanagement systems. This is a regular, full time, exempt position. The anticipated annualsalary for this position is $80,168 per year.
