Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify for the DE-04 level, all applicants must possess at least one full year of specialized experience which includes but not limited to; 1. Experience in the development and publication of implementing instructions, monitoring command human relations efforts related to civilian employees; data analysis, management of EEO Special Emphasis programs. 2. Experience conducting studies, organizational reviews and analysis of Equal Employment Opportunity (EEO) laws, court decisions, regulations, and personnel policies/procedures to identify employment trends and barriers. 3. Experience and knowledge of federal personnel administrative policies and practices including those governing appeals and grievances, labor relations, job evaluation, position classification and recruitment to identify problems and recommend solutions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DE-03).
