Contract end date is dependent on the final schedule and projected needs. If the individual works out well, then the agency will most likely extend to 6/30/27. After that they will need to again reevaluate.******Start date for this position is as soon as possible pending a compliant PATCH.******This position is fully remote.***This position provides independent advanced analysis,design, development, enhancements, implementation, and support to ensureefficient and effective operation of complex software. This position acts as asubject matter expert for Oracle Commerce Cloud and the related subsystems tosupport the PLCB's (Pennsylvania Liquor Control Board) Fine Wine & GoodSpirits (FWGS.com) website, Licensee Online Ordering Portal (LOOP) andAssociate Portal (AP). They also provide daily operational support for the OracleCommerce Cloud (OCC) and extranet environments. This includes configuration ofthe Oracle Integration Cloud (OIC). Development of other special projects isassigned as needed.The primary responsibility of the employee in this positionis development within the various Oracle systems utilized by the PLCB, thisincludes the Fine Wine and Good Spirits website (FWGS.com), the Licensee OnlineOrdering Portal (LOOP) and Associate Portal (AP). This development can be doneindividually or as part of a team, depending on the complexity of the project.Defects and requests from the business are taken by the team. The employee mustanalyze existing code, then plan and design solutions. They routinely developand debug code. Testing is conducted by the developer or team before submittingto the business for UAT (User Acceptance Testing). Work done by the incumbentmust be documented within the code and in the agency's change managementsystem.At times, new enhancements and integration into other systems are requested or mandated. The incumbent must research and evaluate theproducts and determine their viability. They must effectively communicate theirobservations to a variety of staff which differ in technical skill levels. Inaddition, they will need to integrate any new systems selected into the OracleSuite, which may require programming changes.Development is to be peer reviewed. Code changes from allpositions in the team are to be reviewed by a second position from within theteam. This position will review code when necessary.The guidelines set forth by the agency regarding ChangeManagement must be adhered to. The position will document and be able to speakabout changes to the system during reviews. The person selected for theposition will also have the responsibility to make level of effort estimationsfor request for service or enhancements from the business. The estimationactivity is to be documented and presented to the heads of IT and the businessfor prioritization.Testing of system changes from the team will be conducted withinthe team for accuracy before the code is moved to the next environment. Further testing is done by the business usersafter internal testing is complete. Defects found are documented and are theresponsibility of the developer to fix and retest before progressing back tothe business for additional user acceptance testing.The position will support several nonproduction environmentsthat are used for testing. They will progress the code and change through the environments.The environments are to be kept in a clean state so as not to cause confusion.This is the responsibility of all developers in the PLCB.The position will serve as a subject matter expert for thevarious systems owned and integrated with, in addition to development tools,processes, policies, and the code base. When called upon they are to giveinformation on any of the topics.Business requests to change packaged and customizedapplication software (ex: Oracle Commerce Cloud, Fine Wine and Good Spiritswebsite, Licensee Online Ordering Portal, etc.) are evaluated by the incumbent.They also advise on functional management of the most efficient technicalsolution.Status reports are to be provided to the group manager.These reports include individual status, project status, performance, andtraining. Status reports are for project management and identify progressand/or deviations from objectives.The position assists in the assessment of software productsand makes recommendations for purchase to meet organizational and Commonwealthobjectives. This can be done as a team or individually depending on thebusiness need.This position will also serve in advanced troubleshooting,investigating, and debugging of problems and defects found in the supportedsystems. Problems are found and logged by internal staff. This position willresearch the problems found, log input and findings into the ticket andtheorize a solution.At times this position will perform maintenance activitiesas needed. Updates to the various systems require the stopping jobs andrestarting of certain jobs. This function is typically conducted off hours(after 5:00 PM and before 8:00 AM). Other maintenance activities includerestarting integration between the systems and system monitoring.System performance is to be monitored and operationaldeficiencies relative to program execution are to be identified by theincumbent. Recommendations, implementation of solutions, and remedial actionsto ensure acceptable performance are the responsibility of the SeniorApplication developer.The position cooperates with other developers and IT staffto provide security and quality assurance measures. These activities includebackup, recovery, data security, error handling, and system controls.This position adheres to established bureau, commonwealthand industry standards, policies and procedures. These include proper testingdocumentation in all environments, security policies and procedures applied todevelopment, PCI (Payment Card Industry) standards, and ecommerce teamstandards. These practices must be met to ensure the integrity and safety ofthe data and keep in compliance with the industry. The incumbent also assistsin the establishment of standards, guidelines, and acceptable customer servicelevels relating to web applications for the PLCB.Documentation of design decisions, requirements, level ofeffort estimations and similar are required by the incumbent.
