This role offers an exciting opportunity to influence public policy initiatives that impact the cable industry, with a particular focus on supporting NCTA program network members. The ideal candidate will possess strong communication skills, industry knowledge, and a passion for advocacy.RequirementsCommunicates with internal and external stakeholders, including Congress, federal regulatory agencies, and the states, to develop and advocate for public policy positions that affect NCTA's program network members.Works with other NCTA departments to ensure program network interests are fully represented in the Association's ongoing programs.Ensures NCTA's political, legal, and media relations strengths supporting program network issues.Serves as key liaison with, and provides oversight of, outside consultants and third-party groups with which NCTA interacts on behalf of program network members (including TV Parental Ratings Monitoring Board and The Advertising Coalition).Tracks trends in programming business, including, but not limited to, advertising, ownership, and online video, to help the department and NCTA understand video market developments that may have policy implications.Assists in preparation of talking points, pleadings, and other documents on legislative and regulatory matters.Coordinates with other NCTA staff on issues with implications for both operator and programmer members,Ensures timely and effective communication between NCTA and members.Works to build consensus on policy issues among members; communicates programmer member positions inside NCTA.Serves as liaison to the programmer company representatives and to the Programmer Committee, the key program network policy committee.Performs other duties as assigned.QualificationsLegal degree required.Ten years Washington public policy experience required.Knowledge of congressional and regulatory agency policy-making process required.Communications policy background very desirable; knowledge of cable industry and program network business fundamentals desirable.Experience in Congress, at relevant regulatory bodies, and/or within programming companies desirable.Strong oral and written communications skills required.Ability to write lengthy analyses of business and policy issues, as well as concise talking points for internal and external use required.Strong consensus-building skills essential.Ability to develop and manage multi-faceted policy agenda, including setting priorities and advocating based on those priorities, essential.
