By joining our team, you’ll have the opportunity to work with a diverse team of professionals collaborating with Local, State and Federal partners ensuring successful subrecipient Disaster Recovery project outcomes throughout the State of California.Under the direction of the Supervisor I in the Quality Control and Monitoring (QCM) Unit, the Analyst II performs complex analytical tasks relating to the provision of federal and state disaster assistance grant programs within the Cal OES Interagency Recovery Coordination (IRC) Branch. Performs a broad range of advanced journey level analytical tasks relating to financial, programmatic, and administrative requirements of the Public Assistance (PA) Disaster Grant, California Disaster Assistance Act (CDAA), Fire Management Assistance Grant (FMAG), Hazard Mitigation Grant Program (HMGP), Hazardous Materials Emergency Preparedness grant (HMEP), Pre-Disaster Mitigation program (PDM), Flood Mitigation Assistance (FMA), and other disaster grant programs within the Recovery Directorate.The Analyst II may work under strict regulatory and administrative deadlines and acts with independence to maintain and track a routine workload and respond to short term special projects and priority assignments. Formulates corrective action for addressing non-compliance with federal regulations, policies, procedures, and grant guidance; makes recommendations on program related issues, and advises management on potential program alternatives and impacts. May also serve in a lead capacity for other QCM Unit analysts and support staff.Must be able to analyze, resolve and document governmental/administrative problems of an intermediate to high-level complexity using various tools and program applications; gathers and analyzes data to develop and evaluate alternatives for a variety of program related areas, and makes recommendations to management on those alternatives.The incumbent will be expected to work non-business hours during emergencies.These positions may require travel throughout the state of California to support operational needs and disaster activations.To learn more about the mission of Cal OES Recovery and how we support communities in need the videos below from our Cal OES YouTube channel:La Wildfires: One Year later- RecoveryMutual Aid - Cal OES Shares Emergency Teams with Neighboring States and TerritoriesYou will find additional information about the job in the Duty Statement.Working ConditionsThis position is located in the Quality Control & Monitoring Unit in Mather, CA.Hybrid Telework:This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. The ability to telework may be impacted by disaster and/or emergency events that may require full-time in-person attendance. Employees are expected to be able to report to their worksite with minimal notification if an urgent need arises.Conflict of Interest (COI): This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.DMV Pull Program: Participation in the DMV Pull Program is required. Following a disaster, the IRC Section supports local government requests for emergency assistance; provides recovery assistance to communities, organizations, and individuals; and supports implementation of field operations.In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description.
