Analytics Strategy Manager

Summary StatementThe Public Works Department is seeking a highly skilled and collaborative Data Analytics Manager to lead and support data-driven decision-making across the department. This is a hands-on working manager role that combines advanced analytics expertise with team supervision and collaboration, operational partnership, and technology support.The ideal candidate brings strong experience in data analytics while also guiding and supporting a multidisciplinary team. This role requires someone who can translate complex operational questions into meaningful analysis, actionable insights, and practical recommendations that improve service delivery and organizational effectiveness. This position oversees work related to business analysis, data visualization, GIS coordination, systems support, and departmental technology initiatives.The Data Analytics Manager partners closely with operational teams to identify business needs, improve reporting and processes, and support informed decision-making through reliable data and analytics. This role also helps evaluate and implement tools and technologies that improve efficiency and accessibility of information across Public Works. The position focuses on technology enablement, data-driven insight, data visualization, and emerging technologies (including AI), bringing together people, systems, and information to help Public Works operate more efficiently and adaptively.A core expectation is strong decision judgment: the ability to make and communicate trade-off decisions between durable investments (e.g., improved data modeling, governance, and scalable architecture) and pragmatic “right now” solutions that quickly capture business value or resolve urgent issues. A successful candidate will demonstrate strong analytical thinking, sound judgment, and the ability to balance long-term improvements with practical, timely solutions that support operational needs as they supervise the team.Required Knowledge, Experience, And Training Bachelor's degree in business administration, public administration, economics, statistics or a related field 8 years of progressively responsible experience in process improvement, knowledge management, business analysis, project management, data analysis, organizational development, strategic or long-term planning, supervising staff, or an equivalent combination of education and/or experience. Ensures that key stakeholders are identified and buy-into the process and outcomes.Oversees the department’s Geographic Information System (GIS) strategy, programming and staffing. Builds the department’s data analysis program, creating strategies and processes across divisions. Ensures uniform processes, procedures and plans across technical disciplines, including data, GIS, systems support and process mapping.Provides analysis and visualization of data across the department and provides recommendations for additional efficiency and communities of practice. Leads in-depth analyses of large datasets to uncover insights that improve department decision-making. Leads and executes multiple strategic and operational initiatives simultaneously.Facilitates continual improvement of reporting and data-analysis technologies and supportive processes. Partners with several city departments to build strong expertise in master data management, statistical analysis, forecasting and other data-analysis methodologies. Develops business intelligence, dashboard and other data analysis tools for use by end users to mine and analyze data. Synthesizes complex data, presents findings and provides analytical support to management teams.Partners with the Information Technology (IT) Department on the continual evaluation and improvement of PW technology solutions. Identifies opportunities to improve processes and incorporate new technologies. Works with operational teams to develop requirements for new and/or enhanced technologies. Develops strong working relationships with IT resources to help create solutions that deliver positive citizen experience and customer service.Participates with leadership to select, implement and monitor business projects aligned with department goals and business plans. Evaluates project management and planning tools, methodologies and processes to identify opportunities for improvement. Establishes strong working relationships with key individuals in other city departments to identify opportunities to improve interdepartmental processes. Participates on special city-wide projects and initiatives, as directed by department executive leadership. Manages relationships and collaborate with internal and external clients to assess feasibility and usefulness of data-driven projects.Leads the development, maintenance and continual improvement of knowledge-management technologies and processes for the department. Facilitates the development and refinement of training curriculum and learning resources used in knowledge bases, city websites and other information resources. Incorporates lessons learned from projects into knowledge base to help improve selection and implementation of future projects and initiatives. Utilizes knowledge bases and documentation to analyze various processes to identify opportunities for continuous improvement. Partners with leadership and Human Resources to develop a culture of learning and innovation.Performs other duties as assigned. Nothing in this job description restricts management's right to assign or reassign duties and responsibilities to this position at any time.Requirements Additional Required Knowledge, Experience, And Training Knowledge of: business and statistical analysis; training and organizational development; long-range and strategic planning; project management (Waterfall or Agile); Lean Six-Sigma managerial approach; database management and Structured Query Language (SQL); and computer usage including related software.Ability to: write technical reports; utilize quantitative and qualitative analytical techniques to understand trends; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record.Preferred Knowledge, Experience, And TrainingMaster's degree in business administration, public administration or related field.Twelve years of experience in process improvement, knowledge management, business analysis, project management, data analysis or long-term planning including experience supervising employees.Knowledge of business and management principles involved with process improvement, business analysis and collaborative leadership.Certification in Certified Business Analysis Professional (CBAP) and Project Management Professional (PMP).Working ConditionsThe physical effort characteristics and working environment described here are representative of those an employee encounters while performing the essential functions of this job.
