Description

The City of Norfolk's Police Department is seeking candidates for the position of Police Civilian Investigator/Technician within the Central Records Division. The Police Civilian Investigator/Technician position is responsible for interfacing with record management systems to review and research reported crimes; working with citizens; advising detectives and supervisors of crime trends; and works in cooperation with Norfolk's Criminal Intelligence Unit, Norfolk NIBIN Unit, and investigators within the surrounding cities.
In this role, the investigator will be required to process and review digital and physical evidence related to sensitive crimes, including explicit content and Child Sexual Abuse Material (CSAM). Applicants must be prepared to handle such materials within a strict forensic and legal framework as a core function of their investigative support duties.

Essential Functions
Essential functions include, but are not limited to:
Interface daily with reporting management systems to review and research reported crimes and disseminate this information.
Follow up via e-mail or telephone with citizens to update reports, collect additional information regarding suspects and evidence.
Collect video footage and interact with the Real Time Crime Center to assist investigations.
Advise detectives and supervisors of crime trends, follow up information, and citizen concerns.
Work in cooperation with the Norfolk Police Criminal Intelligence Unit (crime analysts), providing input on crime patterns, suspect information, and other viable information.
Working with the Norfolk Police NIBIN unit, in the triage and analysis of shell casing.
Work with surrounding cities investigators addressing concurrent cases and persons of interest.
Work independently to review case management, creating and following up on potential leads for the purpose of passing onto case investigators.
Interact daily with citizens and assist in taking incident reports for crimes that have occurred.
Other duties as determined by the command.
Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school.
Retired Police Officer or considerable work in a law enforcement agency.

24 hours, 7 days a week availability, various days off
Intermittent\Retiree Part-time Employees:
Intermittent\Retiree part-time employees will work no more than 1040 hours in a twelve (12) month period of time. The hours are flexible and based on the department's operation needs. This position is not eligible for benefits.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
