Deputy Fire MarshalThe essential function of the position within the organization is to enforce regulations consistent with nationally recognized good practice and enforce the requirements of the International Fire Code, National Fire Protection Association codes, and the local fire code and ordinances of the City of Sevierville. The Deputy Fire Marshal is responsible for the direct supervision of the fire inspectors and safeguarding, to a reasonable degree, life and property from the hazards of fire and explosion arising from the storage, handling and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the use or occupancy of buildings or premises. The Deputy Fire Marshal is required to make independent judgments affecting safety to life and property. Must have a high technical knowledge of applicable codes, ordinances, and standards, and good oral and written communication skills. The Deputy Fire Marshal works under the supervision of the Fire Marshal and operates within defined latitude for independent judgment and decisions consistent with demonstrated ability. PRIMARY DUTIES: This list represents the essential tasks performed by the position. Employees may be assigned additional duties by management as required. Supervises staff including recommending selection, training, assigning and evaluating work, counseling, disciplining, and recommending termination. Interprets fire and building codes in response to inquiries from architects, engineers, contractors and the general public, reviews plans, specifications, modification requests, or other issues. Conducts field inspection of occupancies required to be inspected under the adopted codes and ordinances of the City of Sevierville and the laws of the State of Tennessee. Assists senior management with development of department goals, objectives, policy and procedures. Conduct re-inspections for corrective actions on a timely basis. Carry a city-issued cell phone off-duty to maintain 24-hour on-call status when on call. Respond to emergency incidents as needed to provide technical assistance to the incident commander for firefighting activities and hazardous materials assessment. Make proper notification to local, county, or state agencies for mitigation. Conducts public fire safety programs as required. Must be able to conduct field inspections and access regulated locations including but not limited to roofs, attics, crawl spaces, confined spaces, work platforms, open fields, woods, offices, labs, warehouses, stores, factories, etc. Must be able to conduct fire investigations and access all locations in the community regardless of use or damage to determine the cause and origin. Consults or cooperates with other investigative agencies in criminal or legal processes such as collecting evidence, interviewing witnesses, or testifying in court. Performs administrative duties such as preparing budgets, purchasing, personnel, correspondence, and other activities as required; serves on, or chairs, boards or committees as needed. Gathers and maintains information to support periodic and special reports documenting fire investigation and inspection activities and events. Attends staff or technical meetings to exchange information; attends, and schedules others to attend in-service training and technical or professional classes, pursue seminars, or conferences to improve technical skills, abilities, and certifications, and submit same for approval. Maintain fire department issued equipment in a proper condition and immediately report defects to supervisor. Follow guidelines, procedures, and policies of the fire department and city. FIRE SAFETY PUBLIC EDUCATION: Maintain an inventory of all public education materials. Coordinate public education programs with each fire station to assure all ideas, concerns, and target audiences are addressed. Provide various public education programs for the schools, business community, civic groups, and other community groups and citizens. Requires high school diploma or GED. An associate degree in fire science, fire administration, or a closely related field is required within 4 years of hire. LICENSES, CERTIFICATIONS, AND REGISTRATIONS REQUIRED: Licenses, certifications, and registrations refer to professional, state, or federal licenses, certifications, or registrations required to enter the position. Requires certification/licensure in the following: Valid Tennessee Driver's License State of Tennessee Licensed Fire Inspector NFPA or International Code Council (ICC) Fire Inspector I Within one year of hire or promotion: Emergency Vehicle Operations (EVOC) training. Must be taken annually thereafter. National Fire Academy (NFA) Leadership in Supervision course TFACA and TN Commission on Firefighting or equivalent - Fire Investigator Municipal Management Academy through the University of Tennessee ICC Fire Inspector II Within two years of hire or promotion: TFACA and TN Commission on Firefighting - Fire & Life Safety Educator I & II Within three years of hire or promotion: ICC Fire Plans Examiner ICC - Fire Code Specialist All certifications must be obtained within the time listed and maintained throughout. EXPERIENCE REQUIREMENTS: Experience refers to the amount of work experience that is required for entry into the position that would result in reasonable expectation that the person can perform the tasks required by the position. Requires three years of fire code-related experience. Supervisory experience preferred.
