Job Description
BryceTech is seeking a Program Analyst IV to support the Capability Program Executive for Chemical, Biological, Radiological and Nuclear Defense (CPE CBRND), Joint Project Manager for CBRN Integrated Early Warning (JPM CBRN IEW).
The Program Analyst IV will provide senior-level program analysis, data analysis, planning, reporting, and decision-support support to government leadership and program teams. This position will analyze program information and performance data, develop reports and visualizations, monitor schedules and milestones, identify trends and risks, and translate complex information into clear recommendations for senior stakeholders.
The ideal candidate is a highly analytical and organized professional who can work independently, manage multiple priorities, and communicate effectively with both technical and senior government personnel. Strong Microsoft Excel skills and experience developing data visualizations and dashboards using tools such as Power BI or Tableau are highly valued.
Responsibilities
Provide senior-level program analysis and management support for CPE CBRND integration activities
Support the planning, development, implementation, and execution of new requirements, projects, processes, procedures, and program initiatives
Monitor program execution, milestones, deliverables, schedules, and performance measures and identify issues requiring leadership attention
Collect, organize, validate, and analyze program data from multiple sources to identify trends, gaps, risks, and opportunities
Develop recurring and ad hoc analytical reports, dashboards, metrics, and data visualizations to support program decision-making
Use advanced Microsoft Excel capabilities to analyze, manipulate, reconcile, summarize, and present complex datasets
Develop and maintain data visualization products using tools such as Microsoft Power BI and Tableau
Develop program performance metrics and analytical methodologies to assess program status, progress, and effectiveness
Conduct trend analysis and provide data-driven recommendations and strategic insights to government leadership
Analyze schedule and program performance data to identify variances, emerging issues, dependencies, and potential impacts to program objectives
Support development and maintenance of program-level schedules, including tracking major activities, milestones, dependencies, and deliverables
Assist with development of program execution reports, status reports, dashboards, and executive-level briefings
Identify program risks, assess potential impacts, and support development and tracking of mitigation strategies
Manage, synchronize, and track multiple complex and cross-functional actions and taskers
Track action items, milestones, deliverables, meeting outcomes, and reporting requirements through completion
Conduct research and analysis to support program planning, process improvement, acquisition activities, and organizational decision-making
Review program documentation, technical reports, briefings, and other materials to identify issues, inconsistencies, trends, and areas requiring further analysis
Prepare clear and concise recommendations, decision-support materials, information papers, executive summaries, and presentations
Draft, review, coordinate, and staff program documentation, memoranda, briefing materials, meeting minutes, and other official correspondence
Support Integrated Product Teams (IPTs), Interim Program Reviews (IPRs), milestone reviews, senior leadership meetings, and other program forums
Coordinate meetings, conferences, reviews, and stakeholder engagements, including development of agendas, briefing materials, schedules, and action-item trackers
Develop meeting minutes and executive summaries that accurately capture decisions, actions, issues, and follow-up requirements
Provide program status updates and analytical findings to senior staff and government stakeholders
Coordinate with program managers, technical personnel, subject matter experts, and other stakeholders to collect information, clarify requirements, and validate analytical findings
Support responses to formal taskers and requests for information related to program operations and acquisition activities
Maintain program management tools, reporting processes, analytical products, and supporting documentation
Identify opportunities to improve program processes, reporting methods, data quality, and organizational effectiveness
Ensure assigned activities, analyses, reports, and deliverables are completed accurately and on schedule
Provide analytical guidance and mentorship to less-experienced analysts as needed
Qualifications
Required Qualifications
Active Secret security clearance or above
Bachelor's degree in business administration, management, engineering, acquisition, or related field
10+ years of DoD acquisition, program management, or business operations experience
Extensive knowledge of the Defense Acquisition System and DoD program management processes
Experience supporting senior executive leadership (O-6/GS-15/SES equivalent)
Demonstrated experience leading complex analytical projects
Outstanding written and verbal communication skills
Strong analytical, organizational, and problem-solving abilities
Advanced proficiency with Microsoft Office applications
Preferred Qualifications
Master's degree
DAWIA/Back-to-Basics certification in Program Management or Contracting
Experience supporting CPE-CBRND or other Major Defense Acquisition Programs (MDAPs)
Knowledge of PPBE/PPBEA, JCIDS, and defense resource management processes
Experience developing executive dashboards and performance metrics
Experience leading cross-functional teams and process improvement initiatives
