They place highly specialized engineers, project managers, and technical professionals within some of the most significant nuclear facilities in the country. Operating through Tier 1 MSP partnerships with multi-billion dollar energy companies, our client is a key player in one of the most compliance-intensive and strategically critical industries in the United States.The RoleThis is not a support role; it is a high-impact leadership position. Our Client is seeking an exceptional HR & Operations Manager to own the human resources function entirely. Reporting directly to the President, the successful candidate will build compliance frameworks, manage contractor relationships, and set documentation standards. As the sole HR lead, this individual will have the mandate to build a lasting operational infrastructure and eventually lead a recruiting team as the firm scales. This is a role for a "standard-setter" who thrives on total ownership and high-level strategy.Key Responsibilities End-to-End Contractor ComplianceOwns the entire onboarding process for 40+ active consultants, including I-9 verification, background check coordination, and rigorous expiration tracking.Ensures zero-tolerance for documentation gaps, maintaining audit-ready files at all times.Manages quarterly audits with Tier 1 workforce management programs to ensure 100% MSP compliance.MSP Operations & ATS ManagementExecutes candidate submissions in Fieldglass and Beeline with extreme urgency, competing against 15–20 vendors in real-time within 90-minute windows.Manages the Bullhorn ATS, overseeing placement records, job orders, and pipeline tracking throughout the consultant lifecycle.Translates complex client requirements into actionable internal SOPs and operational frameworks.Consultant Relations & Payroll CoordinationServes as the primary point of contact for 40+ active nuclear and utility professionals.Manages payroll coordination and timesheet collection, resolving any issues with a high sense of urgency.Designs and implements HR policies and SOPs from scratch to support a growing remote workforce.Required QualificationsExperience: 3+ years of HR experience, with at least 2 years specifically in staffing, MSP environments, or contractor management.Compliance Discipline: Proven expertise in US-based compliance (I-9s, background checks, and audit preparation).Language: Professional written and verbal English fluency is mandatory; 85% of this role involves communicating with high-level nuclear professionals and Fortune 500 clients.Technical Aptitude: Instinct to learn and own complex systems like Fieldglass, Beeline, and Bullhorn quickly.Urgency: A "default-to-urgency" mindset; treating submission windows as hard deadlines and payroll issues as top priorities.Availability: Must be exclusively dedicated to the firm during US Central business hours (CST).Preferred QualificationsPrior experience in the nuclear energy or utilities sector.Experience building HR departments or frameworks from the ground up.Previous leadership or team coordination experience.BenefitsTotal Ownership: Direct line to the President and the authority to shape the HR function of a specialized firm.Niche Expertise: Build invaluable experience in the expanding nuclear energy sector—a field with growing federal investment and workforce needs.Stability: Joining a firm with a history of extreme longevity; previous holders of this role stayed for 5 and 7 years respectively.Remote Leadership: 100% remote work with a collaborative and strategically critical US-based firm.
