The successful candidate must have hands-on proficiency across CBO's required application stack: Python, FastAPI, ReactJS, PostgreSQL, Docker, and Amazon Web Services.ResponsibilitiesDesign and develop secure, maintainable full-stack web applications.Build Python and FastAPI backend services, REST APIs, integrations, and data-processing components.Develop responsive ReactJS user interfaces and reusable front-end components.Design, query, optimize, and maintain PostgreSQL databases.Containerize applications and services using Docker.Deploy and support applications and infrastructure in Amazon Web Services.Implement authentication, authorization, input validation, logging, exception handling, and secure coding practices.Develop automated unit, integration, API, and user-interface tests.Participate in requirements analysis, technical design, code reviews, sprint planning, demonstrations, and release activities.Troubleshoot application, database, container, integration, and cloud-deployment issues.Support CI/CD pipelines, configuration management, version control, and automated deployments.Produce application architecture, API, database, deployment, testing, and operations documentation.Collaborate with CBO personnel, cloud engineers, security specialists, and program management.Required QualificationsDemonstrated hands-on proficiency with Python, FastAPI, ReactJS, PostgreSQL, Docker, and AWS.Experience developing both frontend and backend components for production web applications.Experience designing and consuming RESTful APIs.Experience with relational database design, SQL development, data modeling, and performance optimization.Understanding of secure software-development practices, source control, automated testing, and CI/CD.Ability to obtain and maintain a Tier 2 Public Trust determination.Strong analytical, troubleshooting, documentation, and communication skills.Preferred QualificationsFive or more years of relevant full-stack software-development experience. The RFQ does not establish a specific minimum number of years.Experience developing applications for federal agencies or regulated environments.Experience with AWS-native services, infrastructure automation, application monitoring, and DevSecOps.Familiarity with accessibility, Section 508, NIST security controls, and federal application-security requirements.Employment ConditionsThis position is contingent upon contract award, Government approval of key personnel, successful completion of applicable security requirements, and issuance of funded task orders. The anticipated BPA performance period is September 1, 2026 through August 31, 2031; individual assignments and hours will depend on awarded task orders.
