Human Capital AnalystArlington, VA/HybridMUST:Active DoD Secret clearance and eligible for Top Secret clearance with SCI eligibilityExperienced Human Capital Analyst8+ years of related professional experience4+ years of DoD HR experienceStrong grasp of DoD/OSD Workforce governance principles, policy and procedures, and development and implementation processesAbility to write clearly and succinctly and translate policy and process into governance artifactsKnowledge of artificial intelligence, machine learning, and data science concepts, methodology and techniqueStrong Data analytic analysis skillsProficient in Microsoft Office Suite especially Word, PowerPoint, and OutlookExcellent communication skills both written and verbalHighly organized with strong attention to detailAbility to work well with a group of people and collaborate efforts to meet common objectivesBachelors Degree in related fieldDUTIES:Be a part of the a team standing up a new talent management digital process for the DoDMaintain cognizance of relevant data, analytics, and AI education and workforce trends and best practices across the Department, federal government, and industryPropose updates and revisions to the various charters and governance documents, based on Working Group operations and requirementsAssist in the identification of governance process stakeholder engagements and requirements, and to facilitate and contribute to those engagements, where possibleManage and oversee Focus Element Groups made up of stakeholders and senior leadership ensure proper representation and oversee topics for discussionManage and orchestrate the provision of the Focus Elements outputs to the Working Group Vetting and Integration Group, and to the Working Group overall, and to record and staff the outcomes appropriatelyDemonstrated research, data analysis, critical thinking, and oral and written communication abilities including experience designing and performing quantitative and qualitative data analyses, composing well-written, data-driven reports, and preparing briefings in concise form to senior-level audiencesBuild strong relationships with leadership team both internal and external to the Department and the DoD Quadrant is an affirmative action/equal opportunity employer.
